About this opportunity

The Michigan Department of Environment, Great Lakes, and Energy is soliciting proposals for orphan well plugging and site restoration services at twelve gas storage wells (eleven in Gratiot County, one in Montcalm County) under Direct Solicitation 260000000034, with proposals due July 21, 2026 at 3:00 p.m. Eastern. Attendance at a mandatory pre-proposal meeting on July 9, 2026 at 10:00 a.m. Eastern at the New Haven Compressor Station in New Haven Township, Gratiot County, is required for proposal eligibility. Vendor eligibility is restricted: only firms previously awarded contracts under RFP numbers 210000000834, 220000000547, 220000001850, 220000002631, and 240000000951 may submit proposals.

The scope encompasses plugging, drilling, re-drilling, and site restoration at twelve New Haven Energy LLC wellheads with orbit valves. Work includes removal of non-dirt lease roads with seeding, removal of gates at well entrances, and contingent pricing for slab wood pile removal, farm equipment relocation, and tree trimming. Flowline flushing and removal are excluded; contractors disconnect flowlines at the wellhead and cap them only. All work must comply with Davis-Bacon prevailing wage requirements under 40 USC 3141–3148 and 29 CFR Part 5, with conformed rates including Roustabout Laborer ($20.00/hour plus $30.00 fringe), Rig Operator and related classifications ($41.32/hour plus $25.25 fringe), Toolpusher ($31.00/hour plus $69.00 fringe), Cementer ($39.00/hour plus $46.00 fringe), Bulldozer and Backhoe operators ($44.00/hour plus $25.25 fringe each), Electrician ($36.52/hour plus 41% plus $10.18 fringe), and Welder ($41.00/hour plus $40.00 fringe).

Bidders must submit comprehensive pricing for 68 line items in the attached Schedule B Pricing Matrix covering labor, drilling equipment (pole rigs, derrick rigs), casing and tubing rentals, bits, hydraulic equipment, mud systems, wireline services, cementing, waste disposal, heavy equipment, and site restoration. A detailed project timeline with minimum categories of site prep, mobilization/demobilization, plugging, and site restoration is required. Proposals are evaluated on 100 points: key personnel (25 points), business-owned equipment list (25 points), company technical experience and ability (25 points), and vendor questions worksheet (25 points). Only proposals scoring 80 or more points are considered for award. No price changes are permitted once rates are quoted. The solicitation manager is Lisa VanOstran, 517-599-7680 or vanostranl@michigan.gov. Project start and pre-construction meeting dates are to be determined; work is anticipated to commence in late fall or winter.
