About this opportunity

The Texas Military Department is requesting bids for a turn-key gymnasium flooring installation at Texas Challenge Academy, Eagle Lake, Texas under IFB TMD26-CHE-0041565, with bids due June 29, 2026 at 10:00 a.m. and mandatory site visits on June 22–23, 2026. Failure to attend one of the two scheduled site visits results in automatic disqualification.

Historically Underutilized Business (HUB) participation is required; respondents must submit a detailed HUB Subcontracting Plan demonstrating good faith effort to recruit certified Veteran Heroes United in Business (VetHUB) vendors as subcontractors, though VetHUB status will not factor into award selection. The subcontracting plan becomes part of the contract and cannot be modified post-award without agency approval.

The scope encompasses complete removal and disposal of existing flooring, surface preparation including floor leveling and moisture mitigation, and installation of approximately 5,386 square feet of rolled multiuse basketball flooring (Omni Sport or equivalent, Classic Oak color, 6.2MM thickness), approximately 284 linear feet of resilient wall cove base molding in black, a moisture slip sheet, and basketball court striping and logo painting. All work must meet current local, state, and federal regulations. Pricing is firm fixed-price, inclusive of permits, labor, materials, insurance, and bonds.

The contract term is one year from award effective date. Contractors must demonstrate at least five years of experience in comparable gym floor installations, maintain minimum commercial general liability insurance of $1,000,000, automobile liability of $500,000, and statutory workers' compensation coverage. Performance and payment bonds are required for contracts exceeding $25,000 and $100,000 respectively. A qualified on-site superintendent holding five years' general contracting experience, OSHA 30-hour certification, and Quality Check qualifications is mandatory. Three references from similar projects within the past five years and criminal history background checks for all project personnel are required.

Written questions are due June 25, 2026 at 2:00 p.m., with responses posted by June 26, 2026. Contract award is subject to TMD funding availability and will go to the lowest responsible bidder meeting specifications.
