About this file
This is Addendum 2 to an Invitation for Bid (IFB) issued by the Texas Military Department for a gymnasium flooring installation project at Texas Challenge Academy in Eagle Lake, Texas under solicitation number TMD26-CHE-0041565. The addendum, effective June 30, 2026, serves to post a Question and Answer document addressing bidder inquiries submitted during the mandatory site visits held June 22-23, 2026. The project requires complete removal and disposal of existing flooring, surface preparation including moisture mitigation, and installation of approximately 5,386 square feet of rolled multiuse basketball flooring (Omni Sport or equivalent in Classic Oak color, 6.2MM thickness), approximately 284 linear feet of resilient wall cove base molding in black, moisture slip sheeting, and basketball court striping and logo painting. Original bid submission deadline was June 29, 2026 at 10:00 a.m., and written questions were due June 25, 2026 at 2:00 p.m. with responses posted by June 26, 2026. Contract term is one year from the award effective date.
The addendum addresses critical bidder questions regarding moisture conditions observed during site visits, specifically clarifying that the awarded contractor bears responsibility for drying the concrete subfloor following demolition of existing sheet vinyl and for fixing the existing water leak affecting the facility. The TMD identified that water infiltration occurs either through upward seepage from the floor or inward from perimeter walls during rainfall, concentrated in areas adjacent to the walls, and the scope of work includes sealing both the floor and a portion of the walls to address this issue. Bidders must acknowledge receipt of this addendum prior to bid submission to avoid automatic rejection. Pricing is firm fixed-price, inclusive of all permits, labor, materials, insurance, and bonds, and award will be made to the lowest responsible bidder meeting all specifications and requirements, subject to TMD funding availability.

Question and Answer Document
Could you please take a look at these questions? Please let me know if you agree with the TMD responses below in red.
1. Question: During the walkthrough I noticed puddles of water on top of the existing floor and where the weld is missing, I could see water under the existing flooring. Who will be responsible for drying the concrete sub, once we demo the existing sheet vinyl?
TMD Response: The awarded Contractor for this emergency solicitation.
2. Question: Who will be responsible for fixing the existing water leak?
TMD Response: The awarded Contractor for this emergency solicitation.
3. Where is the water leaking from?
TMD Response: According to the scope of work, we are looking to have the floor and a portion of the walls sealed. When it rains, water appears to either seep up from the floor, or in from the perimeter walls, (but not from up above) and this affects the areas of the floor near the walls.
