About this opportunity
The West Virginia Parkways Authority (WVPA) is requesting quotations for a one-time purchase of 31 network cameras under RFQ TPK27*9, with quotations due September 17, 2026 at 10:30 a.m. This is a lowest-overall-total-cost procurement with no multiple awards; single-source equivalent products are permitted if accompanied by comprehensive manufacturer technical documentation demonstrating compliance with all mandatory specifications.
The scope comprises four camera types in specified quantities: 16 AXIS M2036-LE 4MP Outdoor Network Bullet Cameras (black), 7 AXIS P5655-E 1080P PTZ Network Cameras, 4 AXIS M3126 LVE 4MP Turret Cameras (black), and 4 AXIS M3077-PLVE 6MP 360-degree Panoramic Network Dome Cameras. All cameras must meet mandatory technical specifications including image resolution, frame rates, field of view, day/night and infrared capability, video compression, IP networking, Power over Ethernet compatibility, local storage, environmental protection and vandalism resistance ratings, operating temperature ranges, and ONVIF profile support. All equipment must be new, unused, genuine manufacturer products delivered in original packaging.
Delivery is F.O.B. destination to 374 George Street, Beckley, West Virginia 25801 within 21 calendar days of purchase-order receipt. Vendors must complete pricing in wvOASIS and designate a primary contract manager. Payment follows invoice submission after delivery and acceptance. Unacceptable items are returned at vendor expense; WVPA may replace, credit, or refund at its discretion. Late delivery requires written notice; delays causing harm may result in contract cancellation or third-party procurement at vendor expense.
Questions are due September 9, 2026 at 10:30 a.m. The apparent successful vendor must provide performance bonds of 100% contract value, Commercial General Liability insurance with minimum limits of $1 million per person and $2 million combined single limit, workers' compensation insurance, and valid West Virginia contractor licenses as specified. Vendors must be registered and in good standing with the West Virginia Purchasing Division prior to award. Contact Wesley D. Vandall at 304-932-0799 or wvandall@wvturnpike.com for specification questions.
