About this opportunity
North Dakota State University is soliciting proposals under Solicitation SRC000467 to replace its pure-water treatment system with a complete, integrated ASTM Type I and Type III pure-water generation and distribution system, with questions due November 3, 2026 at 2:00 p.m. CT and proposals due November 17, 2026. This posting is an amendment that added documents to the solicitation. Suppliers must be registered in NDBuys to receive amendments and submit electronic bids, and the technical evaluation requires a mandatory minimum of ten years designing, manufacturing, integrating, commissioning, and servicing high-purity water treatment systems.
Offerors must design, engineer, fabricate, supply, deliver, test, commission, train, and warrant a system producing ASTM Type III water at a minimum of 9,720 gallons per day and ASTM Type I water at a minimum of 2,592 gallons per day. Distribution flow must reach 10 gallons per minute for Type III water at up to 60 psig and 26 gallons per minute for Type I water at up to 70 psig. Minimum components include a 500-gallon Type III storage tank, a 250-gallon Type I storage tank, redundant distribution and repressurization equipment, conductivity and resistivity monitoring, and a central control system with Building Automation System/Building Management System integration. The successful offeror serves as single point of responsibility and must identify all required pretreatment, utilities, space, drainage, ventilation, and electrical conditions. Alternative equipment and technologies are permitted if they meet or exceed minimum requirements, with all deviations identified. Proposals must include team resumes, subcontractor licenses, three references for similar completed projects, and an executive escalation contact. Project completion is required by June 15, 2027, with minimal disruption to facility operations during changeover.
Technical proposals are scored on 80 points across seven factors: Technical Compliance and Minimum Requirements (20), Proposed System and Technical Approach (15), Implementation Timeline and Water-Service Downtime (15), Experience and Qualifications (10), Service and Support (10), Installation, Startup and Commissioning (5), and Warranty, Training and Documentation (5). Cost is worth 20 points and is scored separately under NDSU's cost formula. Reviewers assess mandatory minimums independently before scoring, and technical points do not waive those requirements.
NDSU has established a project budget but will not disclose the amount. Cost proposals must separately itemize base project costs, software licensing for Years 1 through 5 (with Years 2 through 5 designated mandatory or optional), warranty options, optional preventive maintenance by year, and service rates. Optional items and service rates are excluded from the evaluated base total unless the RFP expressly requires them. Implementation costs must sit within the base price, with no added compensation for schedule acceleration. The jurisdiction is Cass County.
Casie Ewalt, Procurement Officer, is the sole point of contact at casie.ewalt@ndsu.edu or 701-231-9599. Technical and cost proposals upload separately through the NDBuys Technical and Financial Envelopes. The attached Contracted Services Agreement template requires commercial general liability insurance of $500,000 per person and $2,000,000 per occurrence, automobile liability at the same limits, and statutory workers' compensation, with a certificate of insurance before work begins. The template is governed by North Dakota law with venue in Cass County.
