About this file

This is a Cost Proposal Form for North Dakota State University (NDSU) seeking proposals to replace its existing pure-water treatment system with a complete, integrated ASTM Type I and Type III pure-water generation and distribution support system. Vendors must provide firm, itemized pricing in U.S. dollars for all required costs associated with the Vendor-furnished scope, including complete treatment system skids and equipment, required storage tanks (500-gallon Type III and 250-gallon Type I), controls and instrumentation with BAS/BMS interface capability, engineering and design, factory testing, freight and delivery, installation instructions and technical supervision, startup and commissioning support, operator and maintenance training, and operations and maintenance manuals. The proposal deadline is November 3, 2026, by 2:00 PM CT for questions; suppliers must submit responses electronically through the NDBuys portal (Solicitation SRC000467), uploading the completed Cost Proposal under the Financial Envelope and the Technical Proposal separately under the Technical Envelope. Casie Ewalt is the Procurement Officer and sole point of contact at casie.ewalt@ndsu.edu.

The Cost Proposal Form requires vendors to separately identify all base project costs, software and licensing fees (initial and recurring through Year 5), warranty and extended coverage options, optional preventive maintenance services by year, service rates and labor charges, and optional items or value-added features. All costs associated with the proposed implementation schedule must be included in the base price with no additional compensation assumed for schedule acceleration. Software licensing costs must be clearly designated as mandatory or optional for Years 2 through 5, and vendors must disclose licensing terms, update arrangements, and any third-party requirements. Optional items, extended warranties, preventive maintenance, and service rates must be separately priced and not included in the evaluated base total unless expressly required by the RFP.
