About this opportunity
The State of Utah Division of Purchasing, conducting on behalf of the Utah Division of Waste Management and Radiation Control, is requesting statements of qualifications for a five-year contract to provide laboratory services for soil and groundwater sample analysis (radiological and conventional chemical analysis) under NC26-81, with qualifications due June 30, 2026. This is a qualifications-based selection under Utah Procurement Code 63G-6a Part 15 for Design Professional Service Providers and Consultants — vendors must not include pricing in their submissions.
The state will rank qualified vendors and negotiate contract terms and fair and reasonable compensation with the highest-ranked vendor. If negotiations fail on compensation, contract requirements, or contract documents, the state reserves the right to proceed with negotiations with the next highest-ranked vendor in sequence.
The scope encompasses soil and groundwater sample analysis capability for both radiological and conventional chemical analysis over the five-year contract term. Vendors must submit statements of qualifications and may claim business confidentiality under Utah Code 63G-2-305 and 63G-2-309 by submitting both redacted and non-redacted versions with a concise confidentiality justification statement; such claims do not guarantee protected classification if the state receives a Government Records Access and Management Act (GRAMA) request.
Evaluation criteria and scoring methodology are provided in the attached scoring criteria and Part 15 evaluation score sheet documents. The procurement documents include agency terms and conditions, scope of services, vendor prerequisites guidance, and a business confidentiality claim form.
