About this file

This is a scoring criteria attachment document for a Request for Statement of Qualifications (RFSQ) issued by the State of Utah Division of Purchasing, with the Utah Division of Waste Management and Radiation Control (DWMRC) serving as the conducting procurement unit. The solicitation seeks qualified vendors to provide laboratory services for environmental sample analysis, including soil and groundwater samples requiring both radiological and conventional chemical analysis capabilities. The contract is structured as a five-year professional services agreement to be awarded under Utah Procurement Code 63G-6a Part 15 for Design Professional Service Providers and Consultants. The highest-ranked vendor based on qualification evaluation will be selected for contract negotiations at fair and reasonable compensation rates determined through that process.

The procurement explicitly states that vendors should not include pricing information in their qualifications submissions, as this is a qualification-based selection process rather than a competitive bid. If contract terms, requirements, and fair and reasonable compensation cannot be agreed upon with the highest-ranked vendor, the state reserves the right to proceed with negotiations with the next highest-ranked vendor. The scoring criteria document provides the evaluation methodology for assessing and ranking submitted qualifications, establishing the framework by which vendors will be compared and selected for the negotiation phase.
