The State of Utah Division of Purchasing, conducting through the Division of Waste Management and Radiation Control, is requesting statements of qualifications for technical consulting services in environmental science, engineering, and radiation safety under a five-year contract (RFSQ NC26-80), with qualifications due July 14, 2026. This is a qualifications-based selection under Utah Procurement Code 63G-6a Part 15; the highest-ranked vendor will be selected to negotiate fair and reasonable compensation, with the state retaining the right to proceed to the next-ranked vendor if negotiations fail with the top candidate.

The scope encompasses expert technical review and evaluation of complex radioactive materials license applications, including assessment of site characteristics, environmental reports, engineering designs, containment structures, transportation packages, environmental monitoring programs, and radiation safety plans. Deliverables include written notices of deficiency, Safety Evaluation Reports, draft and final radioactive material licenses, special reports as requested, public participation documentation with compiled comments and hearing transcripts, project schedules with milestones, and participation in public meetings and appeal hearings.

Evaluation will score qualifications submissions on five criteria totaling 1,000 points: Past Projects (100 points), demonstrating ability to fulfill contract requirements; Difficult or Complex Project example (100 points); Communication (250 points), describing coordination processes with applicants and agencies; Staff Experience and Professional Licenses (300 points), requiring professional licenses for Professional Engineers, Geologists, and Certified Health Physicists; and Firm Experience (250 points), requiring a minimum of 10 years of company expertise directly pertinent to contract requirements. Vendors must not include pricing in their qualifications submissions. The contractor must maintain commercial general liability coverage of at least $1 million per occurrence and $3 million aggregate, retain all records for a minimum of six years, comply with debarment certifications and employment law requirements, and acknowledge that all deliverables developed exclusively for the state constitute work made for hire with intellectual property rights transferring to the state.
