About this opportunity

Tooele County is requesting proposals for natural-surface trail construction comprising three singletrack segments totaling approximately 12,154 linear feet near Tooele, Utah, with proposals due October 2, 2026 at 3:00 p.m. Mountain Time via utah.bonfirehub.com. The County will award a single contract through project completion.

The three segments are Jaguar Trail (5,623 feet), Skyline Drive to Cassity Lane Connector (3,962 feet), and Middle Canyon Parking Connector (2,569 feet). Each requires a 48-inch native-soil tread with specified grades and outslope characteristics (2–4 percent outslope). The contractor must furnish all labor, supervision, equipment, materials, transportation, mobilization, access coordination, safety measures, environmental protection, restoration, and closeout work. Offerors must provide a fixed lump-sum price for each segment and a total project price, plus unit prices for imported aggregate, machine excavation, hand construction, rock armoring, and revegetation (applicable only to expressly authorized work). The estimated total construction cost is $131,450.

Evaluation allocates 60 points to technical merit—relevant experience and past performance (20 points), technical approach to construction methods and quality control (20 points), team qualifications and capacity (10 points), and proposed schedule and risk management (10 points)—and 40 points to price. The lowest evaluated price receives full points; other proposals receive proportional credit.

A performance bond and payment bond, each equal to 100 percent of the awarded contract price, are required before work begins. The contractor must maintain commercial general liability insurance of no less than $1 million per occurrence and $3 million aggregate, and commercial automobile liability insurance of $1 million per occurrence if vehicles are used. All pricing must remain firm for 90 days. Questions are due September 21, 2026 at 3:00 p.m. Mountain Time, with County responses within two business days. Anticipated notice of intent to award is within seven days after the proposal deadline. The contract incorporates the State of Utah Agency Standard Terms and Conditions for Goods and Services.
