About this opportunity
Broward County is requesting quotes or bids for National Environmental Laboratory Accreditation Conference (NELAC) laboratory assessments, with responses due July 31, 2026. The vendor will conduct on-site assessments of two facilities—the Water and Wastewater Services Lab in Pompano Beach and the Environmental Monitoring Lab in Davie—evaluating each against 2016 NELAC standards, including all pre- and post-assessment activities.
The vendor must be qualified to conduct comprehensive NELAC assessments and possess expertise in evaluating laboratory operations, quality assurance procedures, and compliance with national environmental laboratory accreditation standards. The scope includes detailed evaluation methodologies, reporting requirements, quality assurance measures, thorough documentation of findings, corrective action recommendations, and a detailed assessment report for each laboratory.
Contract pricing must be firm, fixed, and F.O.B. Destination, inclusive of all handling, setup, shipping, and delivery charges. Awards will be made to the lowest responsive and responsible vendor. The contract period commences upon award and extends for three years, with potential renewal for up to two additional one-year terms, not to exceed five years total, subject to appropriation and availability of funds.
Contractor personnel accessing County Water and Wastewater Services facilities must complete security memorandums and provide driver's license information for system access. The vendor must obtain a Level 1 FDLE background check at its own expense and submit contractor ID badge requests at least two weeks prior to service commencement.
Insurance requirements include Commercial General Liability ($1 million per occurrence / $2 million aggregate), Auto Liability ($500,000 combined), Workers' Compensation at statutory limits, Employers' Liability ($100,000 per accident), and Professional Liability ($1 million per claim / $2 million aggregate, maximum $100,000 deductible). Broward County must be named as additional insured; all policies must provide 30 days' notice of cancellation and a waiver of subrogation. Vendors must submit a completed Vendor Questionnaire certifying non-debarment, non-collusion, and acceptance of Visa payment without additional fees. Proof of insurance is due within three business days of County request or upon award, with failure to submit rendering the vendor nonresponsive.
