The New Hampshire Department of Transportation is requesting proposals to design, install, and operate direct current fast charging stations under the National Electric Vehicle Infrastructure (NEVI) Formula Program Phase II, with proposals due August 21, 2026, and anticipated contract award in Q1 2027. The project encompasses approximately $9.6 million in NEVI funding, with the federal government reimbursing up to 80 percent of eligible costs and the proposer required to provide a minimum 20 percent non-federal match. Proposers may bid on single or multiple sites across 13 potential locations in designated municipalities throughout New Hampshire. Each site requires installation of a minimum of four 150 kW direct current fast charging stations with ports compatible with both Combined Charging System and North American Charging Standard connectors, capable of simultaneously charging four vehicles. The contract term extends from the effective date through five years following Notice of Acceptance of the last installed charging station, encompassing approximately two years of design and construction followed by five years of operations and maintenance. Eligible costs include pre-construction activities, DCFC equipment, construction, on-site renewable energy equipment, electrical service equipment, signage, and maintenance contracts. Non-eligible costs include real estate purchase or lease, utility infrastructure upgrades, utility demand charges for the first five years, and internet connection costs. The contract requires 97 percent annual uptime during the operations and maintenance period with specific service level agreements imposing penalties for equipment failures. Proposers must maintain detailed quarterly and annual reporting including operational data, maintenance costs, and cybersecurity information. Payment is structured as a reimbursement program with four milestones: 10 percent upon completion of final permitting and design documentation; equipment cost upon receipt of equipment; the remainder upon Notice of Acceptance; and 2 percent of contract value annually during the five-year operations and maintenance phase when uptime requirements are met. NHDOT withholds 10 percent of the overall contract value at the beginning of the operations and maintenance period, with one-fifth released annually if uptime and reporting requirements are successfully met.
