About this opportunity

The Texas Department of Public Safety (TXDPS) is soliciting bids under Invitation for Bids 405-26R0022713 for the long-term lease of an existing modular building at its Austin Headquarters, 5805 Guadalupe Street, Austin, Texas, with electronic responses due November 16, 2026 at 5:00 p.m. Central Time. Anticipated award is November 20, 2026. The building measures approximately 60 feet by 60 feet. DPS will evaluate bids on a best value standard under Texas Government Code 2156.007, considering past performance measured through the Vendor Performance Tracking System and other sources.

Pricing must include all lease costs, fees, licenses, and expenses, plus all building repairs and maintenance during the contract term. The contractor is responsible for foundation repair, roof and ceiling leak repair, HVAC, plumbing, exterior and interior work, and removal of the building at lease expiration or termination. The solicitation includes specifications for interior finishes, wall construction, flooring, ceilings, and paint. Bidders must submit financial statements showing financial stability (audited statements or alternative documentation), key personnel resumes, three project references, business continuity and disaster recovery plans, and pricing in the Mandatory Pricing Schedule format. No guaranteed minimum compensation applies.

The initial term runs December 1, 2026 through November 30, 2036, with two optional five-year renewals extending potential coverage through November 30, 2046. DPS may extend the contract up to six months beyond the term for re-advertising or transition. Payment is made on itemized invoices approved by the Contract Monitor. Under the DPS Standard Terms (Exhibit F.1), contractors must obtain a TEC Form 1295 Certificate of Interested Parties and comply with the Buy Texas preference for products and materials. Bids may be submitted through the optional DPS Online Bid Room, and late submissions are not accepted. Supporting exhibits include a Data Driven Architecture technical requirements exhibit (F.4), a certifications exhibit (F.2), and W-9 and AP-152 tax and payee forms.
