About this file
This document is an exhibit from the Texas Department of Public Safety (DPS) regarding vendor information and submission procedures for the DPS Online Bid Room platform. The file provides comprehensive guidance for vendors interested in responding to solicitations through the optional electronic submission system. Vendors must register as users on the DPS Online Bid Room portal at https://texasdps.appianportalsgov.com/vendor-management, a process that may require up to two business days to receive login credentials via email. Once registered, vendors can access solicitation opportunities and submit responses electronically. The document emphasizes that vendors must carefully review the complete solicitation package, including all exhibits, and adhere strictly to all submission requirements, forms, and delivery methods specified in each solicitation to avoid disqualification. Submission responses must be delivered by the response due date and time identified in the solicitation package, as late submissions are not accepted.
The document clarifies that use of the DPS Online Bid Room is optional and does not exempt vendors from any terms, conditions, affirmations, or other solicitation requirements. Technical difficulties or issues with the online platform do not constitute valid grounds for protesting a contract award. Vendors submitting through the Online Bid Room will receive electronic submission confirmation through the system; no additional confirmation of receipt is required. The document directs vendors to contact DPS-Online Bid Room Vendor Support for assistance and references available resources including a vendor tutorial, user guide, frequently asked questions, and instructional video to facilitate navigation and successful bid submission.
