About this opportunity
The Utah Division of Purchasing, on behalf of the Department of Workforce Services, has issued a Notice of Intent to Award a contract without standard competitive procurement to Compassion Mobility LLC for a 2026 Toyota Sienna XSE Plus AWD with wheelchair conversion modifications, with the notice period closing August 10, 2026.
The award is justified as a single-source procurement under the Utah Procurement Code based on Client Informed Choice, authorized by 34 CFR 361.52 and 34 CFR 361.45. The client selected this specific vehicle and vendor due to proximity to Cedar City, customization capability with a manual four-point retractable tie-down system and in-floor ramp, and determination that these features are necessary for safe, reliable transportation and continued employment. The procurement unit solicited quotes from eight vendors; six responded with quotes, two declined or did not respond. Mobility Solutions, Inc. submitted alternative quotes for different 2025 and 2026 Toyota Sienna Hybrid variants; other vendors indicated vehicle modifications fell outside their scope or did not respond.
The vehicle is a 2026 Toyota Sienna XSE Plus AWD (VIN 5TDXSKFC9TS231597) in Ice Cap White with 25 miles, equipped with a Vantage Mobility Power Infloor Wheelchair Conversion system including lowered floor, power ramp, power kneel, seatbelt extension, and four retractable tie downs. The total project cost is $95,492.40: vehicle $50,455.00, wheelchair conversion equipment and installation $41,000.00, vehicle registration fee $278.50, and tax $3,758.90. The Division of Purchasing will cover $58,366.16; the DWS client funds the remainder. Freight is included (F.O.B. Destination, Freight Prepaid).
Interested vendors may challenge the sole-source designation by demonstrating comparable or superior capability and submitting cost-comparison documentation if transitional costs are cited as justification. All responding vendors must comply with Utah Code 63G-27 et seq., certifying non-participation in economic boycotts or boycotts of the State of Israel.

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS The Division of Purchasing is publishing this notice pursuant to the Utah Procurement Code. The Conducting Procurement Unit submitted this form to the Division of Purchasing claiming that it intends to award a contract without competition if it is determined by the Division of Purchasing, in writing, that: - there is only one source for the procurement item; - transitional costs are a significant consideration in selecting a procurement item; or - the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. In the Files section the Conducting Procurement Unit has identified its justification for wanting to award a contract without engaging in standard procurement process. You MUST read all of the documentation in the Files.
