About this opportunity

The Utah Division of Purchasing, on behalf of the Department of Health and Human Services, is pursuing a non-competitive procurement for the MW26-8 MECSH HOM-VEE evidence-based nursing-provided home visiting model. The contract aims to license and implement the Maternal Early Childhood Sustained Home-Visiting (MECSH) program, which delivers nursing-based home visiting services to families with pregnant women and children under two years old. Required deliverables include comprehensive home visiting services by certified nurses, adherence to HOM-VEE model fidelity standards, regular performance and outcome reporting, and implementation of specific training and supervision protocols. Qualifications for the contractor include certification in the MECSH model, ability to provide nursing staff trained in home visiting, and capability to meet enrollment and retention targets. The procurement is being pursued as a sole-source award with a proposed contract term of three years and potential two-year renewals. The due date for the procurement is December 11, 2025, with a public challenge period allowing interested vendors to submit documentation demonstrating alternative service capabilities.

The procurement appears to be specifically targeted to Western Sydney University as the sole authorized provider of the MECSH program, with no explicit set-aside designations for disadvantaged enterprises. The estimated contract value is $405,095, with no additional freight costs. Market research conducted by Utah DHHS determined that very few Home Visiting Evidence of Effectiveness (HOM-VEE) models meet the state's specific requirements for a nursing-based home visiting program, particularly for serving rural and frontier areas. The contract will be funded through federal initiatives designed to expand home visiting program capabilities. Existing infrastructure considerations include integration with current home visiting data systems and compliance with HOM-VEE model fidelity reporting requirements. Vendors must certify compliance with Utah Code 63G-27, including confirmation that they are not engaged in economic boycotts, and must maintain this certification throughout the contract term.

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS The Division of Purchasing is publishing this notice pursuant to the Utah Procurement Code. The Conducting Procurement Unit submitted this form to the Division of Purchasing claiming that it intends to award a contract without competition if it is determined by the Division of Purchasing, in writing, that: - there is only one source for the procurement item; - transitional costs are a significant consideration in selecting a procurement item; or - the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. In the Files section the Conducting Procurement Unit has identified its justification for wanting to award a contract without engaging in standard procurement process. You MUST read all of the documentation in the Files.
