About this opportunity

The Redevelopment Agency of Murray City is soliciting qualifications and concept-based proposals for mixed-use redevelopment of approximately 5.98 acres at 5025 South State Street in Murray, Utah, with proposals due September 24, 2026, at 3:00 PM.

The scope requires a privately owned mixed-use development with active commercial uses fronting State Street (retail, hospitality, restaurant, service, office, medical office, or entertainment) as a primary objective. Residential uses are encouraged if located behind or above commercial spaces. Proposals must incorporate pedestrian-oriented frontage, internal connectivity across the site, and connections to Murray Park and nearby transit. The property, comprising two parcels (APN 22-07-157-043-0000 and 22-07-157-046-0000), is currently vacant following demolition of the former Murray City Hall. Access is available from State Street, Myrtle Avenue, Arlington Avenue, and Jones Court; utilities are provided by Murray Power, Murray City, and Enbridge Gas. The site lies within the Central Business District Urban Renewal Area with tax increment collection through approximately 2034.

Evaluation criteria are experience (15%), financial capacity (20%), development concept (25%), commercial activation on State Street (15%), economic impact and tax generation potential (10%), requested public participation (5%), and community compatibility (10%). Proposers must submit a 50-page maximum response including cover letter, executive summary, development team qualifications, at least three comparable completed projects with references, detailed development concept with conceptual site plan and renderings, financial capacity documentation, and a comprehensive financial pro forma in Excel (with formulas intact) and PDF showing project feasibility, investment returns, and public benefit analysis including expected capital expenditure, taxable value, and job creation. Proposers requesting public participation such as tax increment financing must provide two scenarios with and without public participation.

Questions are due August 14, 2026, at 5:00 PM; an addendum will be issued August 21 at 3:00 PM. The evaluation period runs September 25 through October 16, 2026. The RDA Board is anticipated to authorize selection and negotiation on November 17, 2026. The selected proposer will enter negotiations toward an Exclusive Negotiation Agreement, Development Agreement, and disposition agreements, all subject to RDA Board approval and normal land use and entitlement processes.
