The RFP seeks qualified developers to propose a privately owned mixed-use development that includes meaningful commercial activity along State Street and supports economic redevelopment objectives within Murray's City Center. The project requires active commercial uses fronting State Street (such as retail, hospitality, restaurant, service, office, medical office, or entertainment uses) as a primary objective, with optional residential uses encouraged if located behind or above commercial spaces. Proposals must incorporate pedestrian-oriented frontage, internal connectivity across the site, and connections to Murray Park and nearby transit. The deadline for submitting questions is August 14, 2026, at 5:00 PM, with an addendum issued on August 21, 2026, at 3:00 PM. Proposals are due September 24, 2026, at 3:00 PM through the Utah Public Procurement Place (U3P) Euna platform. The evaluation period extends from September 25, 2026, through October 16, 2026, with anticipated RDA Board selection and negotiation authorization on November 17, 2026. The selected proposer will enter negotiations toward an Exclusive Negotiation Agreement, Development Agreement, and disposition agreements, all subject to RDA Board approval and normal land use and entitlement approval processes.
Proposals must not exceed 50 pages and include specific components: cover letter, executive summary, development team qualifications, at least three comparable completed projects with references, detailed development concept with conceptual site plan and renderings, financial capacity documentation, economic impact estimates, and a comprehensive financial pro forma in both Excel (with formulas intact) and PDF formats. The financial pro forma must demonstrate project feasibility, investment returns, and public benefit analysis including expected capital expenditure, taxable value, job creation, and commercial square footage. Proposers requesting public participation, such as tax increment financing, must provide two scenarios showing project economics with and without public participation. The property is located within the Central Business District Urban Renewal Area with tax increment collection through approximately 2034. Evaluation criteria include experience (15%), financial capacity (20%), development concept (25%), commercial activation on State Street (15%), economic impact and tax generation potential (10%), requested public participation (5%), and community compatibility (10%). No pricing is established in this RFP as this is a qualifications and concept-based solicitation for developer selection and subsequent negotiation. The property is currently vacant following demolition of the former Murray City Hall, and the site has access from State Street, Myrtle Avenue, Arlington Avenue, and Jones Court, with utilities provided by Murray Power, Murray City, and Enbridge Gas.

REQUEST FOR PROPOSALS (RFP)
Project Title: Redevelopment of approximately 6-acre site on State Street in Murray, UT
RFP #: 26-32
Issue Date: 07/30/2026
SECTION I. INTRODUCTION AND PURPOSE
The Redevelopment Agency of Murray City (the “RDA”) is soliciting qualified real estate developers to redevelop 5.98 acres of property located at 5025 South State Street in Murray, Utah.
The purpose of this Request for Proposals (RFP) is to identify a development partner capable of delivering a high-quality, privately owned project that supports economic development objectives, generates new property tax revenue, and enhances the State Street corridor within
Murray’s City Center.
The RDA intends to select a development partner and enter into negotiations toward an Exclusive
Negotiation Agreement, Development Agreement, and associated disposition documents.
Selection through this RFP does not constitute approval of a final project. The project is required to go through the normal land use and entitlement approvals and permit processes for both the city and other relevant jurisdictions (county, UDOT, etc.).
SECTION II. PROCUREMENT AUTHORITY
This solicitation is issued by the Redevelopment Agency of Murray City (“RDA”) for the potential disposition and redevelopment of Agency-owned real property pursuant to Murray
City Code §3.10.660 and Utah Code Title 17C.
The solicitation process is administered by Murray City’s Purchasing Division in accordance with applicable procurement procedures of Murray City Code Chapter 3.10 where not inconsistent with the RDA’s statutory authority to negotiate the sale or disposition of real property.
Proposers shall not contact any RDA or Murray City (the “City”) elected officials, employees, or evaluation committee members regarding this RFP outside of the formal procurement process.
All questions, clarifications, or requests for information related to this solicitation must be submitted in writing through the Euna Procurement Q&A Section. Questions outside this solicitation must be directed to the City’s Purchasing Agent, Amandah Maudsley, at amaudsley@murray.utah.gov.
Any direct or indirect contact with City officials or staff concerning this solicitation, except as specifically authorized, is prohibited and may result in immediate disqualification. This restriction exists to preserve the integrity of the procurement process and ensure equal access to information for all Proposers.
SECTION III. PROJECT OVERVIEW / SCOPE OF WORK
3.1 Property Description
The Redevelopment Agency of Murray City (“RDA”) is seeking a qualified developer to redevelop 5.98 acres of property located at:
5025 South State Street, Murray, Utah
Parcels: 22-07-157-043 and 22-07-157-046
The site is currently vacant following demolition of the former Murray City Hall and former school district buildings. The property is situated along State Street within Murray’s downtown area and is located near Intermountain Medical Center and Murray Park.
The site has vehicular access from:
• State Street (UDOT controlled access)
• Myrtle Avenue
• Arlington Avenue
• Jones Court
The site’s utility providers are as follows:
• Power: Murray Power
• Water: Murray City
• Sewer: Murray City
• Gas: Enbridge Gas
The property lies within Murray’s City Center Form Based Code — Boulevard District
(Chapter 17.171). Note: The City, in coordination with the RDA, is willing to consider amendments to the City Center Form Based Code to bring a preferred project to this site.
Proposers are expected to review the applicable provisions of the Form Based Code and identify in their proposal any known or reasonably anticipated requests for amendments or exemptions.
Submission of a proposal constitutes the Proposer's acknowledgment that they have reviewed the code and identified such requests.
3.2 Planning Context and Vision
https://codelibrary.amlegal.com/codes/murrayut/latest/murrayut_17.171/chapter_17_171__murray__city__center
This property represents one of the largest remaining redevelopment opportunities in Murray’s
City Center. The RDA intends the site to become a tax-generating private development that strengthens the State Street corridor and blends harmoniously with nearby civic, medical, commercial, and recreational destinations.
The RDA desires proposals that create an integrated and connected development that:
• Activates pedestrian usage of the State Street frontage
• Enhances pedestrian activity throughout the downtown
• Connects to Murray Park and surrounding uses
• Contributes to a continually active downtown district
• Supports long-term economic vitality of the downtown area
Creative proposals are encouraged; however, proposals must align with the objectives outlined in this RFP.
3.3 Desired Development Characteristics
The RDA seeks a mixed-use, privately owned development emphasizing commercial activity.
Commercial Uses
Commercial uses are a primary objective of this project.
Proposals must:
• Include active commercial uses fronting State Street
• Provide a sizable commercial component that generates meaningful property tax revenue and is substantive in scale and function
• Include retail, hospitality, restaurant, service, office, medical office, entertainment, or similar commercial uses
Proposals including only residential development will not be considered responsive.
Residential Uses
Residential uses are optional but encouraged.
If residential is included:
• Submittals that include for-sale housing will be considered more favorably
• Multifamily rental may be considered if part of a broader mixed-use project
• Residential should generally be located behind or above commercial uses
Site Design and Connectivity
Proposals should incorporate:
• Pedestrian-oriented frontage and activation along State Street
• Internal connectivity across the site
• Consideration of north-south circulation through the property
• Connections to Murray Park, Intermountain Medical Center, and nearby transit are highly encouraged
• Consideration of sustainable site planning, energy-efficient building design, or other environmentally responsible development practices
3.4 Parking and Access
Parking must meet applicable City Code requirements. (City Code §17.72 and §17.171.080)
The RDA is open to proposals that include:
• Shared parking strategies
• Structured parking
• Creative parking solutions compatible with urban development patterns
3.5 Public Participation and Development Agreement
The RDA intends to dispose of the property through sale to a qualified developer and will consider the overall value and redevelopment benefits of each proposal.
Proposers may request public participation, including land disposition terms or tax increment financing participation; however, any requested participation should be clearly justified and proportional to the proposed public benefit and project objectives.
The property falls within the Central Business District (CBD) Urban Renewal Area but not within the collection area. The project area currently collects tax increment through approximately 2034, which may affect financing strategies.
Any selected proposal will require negotiation and approval of:
• Exclusive Negotiation Agreement (anticipated)
• Development Agreement
• Participation Agreement (if applicable)
• Purchase and Sale or Disposition Agreement
All agreements are subject to approval by the RDA Board.
