About this opportunity

The City of Burleson, Texas, located in Johnson and Tarrant Counties with approximately 50,000 residents, is issuing a Request for Qualifications (RFQ 2026-016) to solicit Statements of Qualifications from law firms and private attorney practices to provide Municipal Court Prosecutor services. The selected qualified individual or firm will prosecute Class C misdemeanor offenses and perform related prosecutorial duties in the City's Municipal Court, with an anticipated start date in Spring 2026. Minimum qualifications require proposers to hold a Juris Doctor degree from an accredited law school, maintain an active Texas law license in good standing with the State Bar of Texas, possess a minimum of ten years of legal practice experience with at least five years handling cases in Texas municipal courts as either a prosecutor or defense attorney, and certify that no conflicts of interest exist. The anticipated initial contract term is one year, subject to annual appropriation, with options for renewal upon mutual agreement, and the selection will be made in accordance with the Texas Professional Services Procurement Act without price competition. Evaluation will be based on weighted criteria including Experience Working in Texas Municipal Courts (40 points), Qualifications and Courtroom Experience of Assigned Attorney (30 points), Approach to Case Management and Docket Administration and Availability (10 points), and References from Texas Municipal Clients (20 points), with up to 15 additional points possible if interviews are conducted. Critical deadlines include a questions deadline of March 11, 2026 at 5:00 PM, Statements of Qualifications due March 19, 2026 at 2:00 PM via the City's Euna Solutions portal (https://burlesontx.bonfirehub.com), projected interviews scheduled for the week of March 23, 2026, and a tentative recommendation to City Council on April 20, 2026.

There are no set-aside designations or disadvantaged enterprise restrictions specified in this procurement; however, all proposers must comply with five Texas state legislative mandates as conditions of consideration, including certifications regarding Israel boycott prohibition (HB 89), restrictions on business with Iran, Sudan, and foreign terrorist organizations (SB 252), energy company boycott prohibition (SB 13), firearm entity non-discrimination (SB 19), and restrictions on ownership or control by citizens of China, Iran, North Korea, Russia, or designated countries (SB 2116). Proposers must provide three references from Texas municipalities with relevant experience and complete federal identification and certification forms (W-9 and Form 1295) along with a Conflict of Interest Questionnaire and acknowledgment of acceptance of the City's standard Professional Services Agreement terms. The Professional Services Agreement requires the selected contractor to maintain comprehensive insurance coverage including Commercial General Liability ($1,000,000), Automobile Liability ($1,000,000), Workers' Compensation at statutory limits, and Errors & Omissions coverage ($1,000,000 per claim and aggregate), with the City named as an additional insured. No price information is to be included in submissions, and the specific compensation amount, contract deliverables, and detailed scope of services will be negotiated during the final contract negotiation phase with the highest-ranked proposer following selection. No incumbent vendor information, existing infrastructure requirements, or specific budget ranges are disclosed in the procurement documents.
