About this opportunity

The Texas Department of Housing and Community Affairs (TDHCA) is requesting proposals for a comprehensive Multifamily Management System via RFO 332-RFO26-1007, with proposals due June 29, 2026, at 2:00 PM Central Time and an anticipated award date of July 15, 2026. A VetHUB Subcontracting Plan with a 5% good faith effort goal for other-services contracts is required; all responses must be submitted through the TDHCA e-Procurement Portal.

The scope encompasses a web-based solution to replace manual and Excel-based processes across six functional modules — Application Intake, Underwriting, Asset Management, Compliance, Document Management, and Workflow Management — supporting TDHCA's multifamily programs including Competitive (9%) and Non-Competitive (4%) Housing Tax Credits, Multifamily Direct Loans, Multifamily Mortgage Revenue Bonds, HOME Investment Partnerships Program, and National Housing Trust Fund initiatives. The solution must include an intuitive client-facing interface, real-time status tracking, document management, record-keeping, and workflow monitoring from application submission through completion and development monitoring through the affordability period.

Respondents must demonstrate a minimum of five years of experience providing and implementing solutions for Housing Finance Agencies or comparable public-sector housing organizations, with at least three references from successfully completed implementations within the last five years. Pricing must be submitted on a firm, fixed-price basis for all required deliverables, with separate yearly operating-cost pricing for option years 2 through 5 (FY 2028–FY 2031). The period of performance spans fiscal years 2026 through 2027, with Maintenance and Support for Year 1 extending through August 31, 2027.

Evaluation weights proposals at 35% for deliverables, schedule, and methodologies; 35% for cost; 20% for past performance and qualifications; and 10% for proposed personnel experience. The Department reserves the right to negotiate with multiple top-ranked respondents and may award to more than one vendor. Questions are due June 15, 2026, with responses posted by June 17, 2026. Contracts require compliance with the Information Security and Privacy Agreement, including 256-bit FIPS 140-2 or 140-3 encryption for sensitive data transfers, 24-hour breach notification, and criminal background checks for employees with data access. Commercial general liability insurance with minimum limits of $500,000 per occurrence and $1 million per general aggregate and workers' compensation coverage are required within five business days of contract execution. Work product becomes a work-made-for-hire belonging exclusively to TDHCA.
