The document outlines comprehensive functional requirements across six primary modules: Account Management, Multifamily Application, Underwriting, Asset Management, Compliance, and Workflow Management. The system must be a web-based solution capable of supporting multiple housing programs including 9% LIHTC, 4% LIHTC and Tax-Exempt Bonds, HOME, and NHTF. Proposals are due June 29, 2026, at 2:00 PM Central Time with an anticipated award date of July 15, 2026. The contract period spans fiscal years 2026 through 2027, with Maintenance and Support extending through August 31, 2027, and optional renewal years available through FY 2031. The solution must accommodate both internal users (Application Admin, Supervisor, Staff) and external users (Primary Applicant, Applicant User, Guest) with role-based access controls and support for electronic and paper-based signatures.
Vendors must submit pricing on a firm, fixed-price basis with separate yearly operating-cost pricing for option years 2 through 5. Respondents must demonstrate a minimum of five years of experience implementing solutions for Housing Finance Agencies or comparable public-sector housing organizations, with at least three references from successfully completed implementations within the last five years. Commercial general liability insurance with minimum limits of $500,000 per occurrence and $1 million per general aggregate, along with workers' compensation coverage, must be obtained within five business days of contract execution. A VetHUB Subcontracting Plan with a 5% good faith effort goal for other-services contracts is required. The system must comply with stringent information security requirements including 256-bit FIPS 140-2 or 140-3 encryption for sensitive data transfers, 24-hour breach notification protocols, and criminal background checks for employees with data access.
