About this opportunity
The Florida Department of Transportation, State Materials Office, is conducting a sole-source procurement for Multi-Purpose Survey Vehicle (MPSV) upgrades under notice of intended single-source purchase, with vendor information due September 14, 2026. International Cybernetics Company, LP is identified as the known vendor and sole source for this procurement.
The scope consists of rebuilding an outdated Multi-Purpose Laser Profiling System that is beyond its service life. The rebuilt system must maintain compatibility with FDOT's currently owned units and produce data in the same format as existing units. The data processing and reduction software must remain compatible with the Department's currently used software to maintain developed data processing and analysis capabilities and ensure compliance with AASHTO Pavement Design guidelines. The rebuilt system will provide critical information for pavement forensic investigations, pavement performance analysis, and safety assessments.
The estimated contract value is $265,695.00 with a contract term of 9 months. The justification for single-source acquisition is based on International Cybernetics Company's proprietary design, equipment, computer control systems, software, and hardware components unique to the MPSV system. ICC is the only manufacturer and vendor capable of rebuilding and upgrading the system and providing proprietary software updates, and the company does not utilize resellers.
The procurement notice was posted for a minimum of 15 business days beginning August 21, 2026. After reviewing any information received from prospective vendors by September 14, 2026, FDOT will post notice of its intended decision to enter into a single-source purchase contract on the Vendor Information Portal in accordance with Florida Statutes § 120.57(3). Vendor information should be submitted to Jocelyn Moore at CO.Purch@dot.state.fl.us.
