About this file

This is a Description of Intended Single Source Purchase form (PUR 7776) issued by the Florida Department of Transportation (FDOT). The procurement involves upgrades to a Multi-Purpose Survey Vehicle (MPSV), specifically the rebuilding of an outdated Multi-Purpose Laser Profiling System that is beyond its service life. The MPSV upgrades will provide critical information for pavement forensic investigations, pavement performance analysis, and safety assessments. The rebuilt system must maintain compatibility with the Department's currently owned units and produce data in the same format as existing units. The contract term is 9 months. Prospective vendors were required to submit information regarding their ability to supply the requested commodities and services by 5:00 p.m. EST on Monday, September 14, 2026, to the contact listed (Jocelyn Moore, CO.Purch@dot.state.fl.us). The procurement notice was posted for a minimum of 15 business days beginning Friday, August 21, 2026.

The estimated dollar amount for this single source purchase is $265,695.00. International Cybernetics Company, LP (ICC) is identified as the known vendor and sole source for this procurement. The justification for single source acquisition is based on ICC's proprietary design, equipment, computer control systems, software, and hardware components that are unique to the MPSV system. ICC is the only manufacturer and vendor capable of rebuilding and upgrading the system and providing proprietary software updates, and the company does not utilize resellers. The data processing and reduction software must remain compatible with the Department's currently used software to maintain developed data processing and analysis capabilities and ensure compliance with AASHTO Pavement Design guidelines.
