About this opportunity

The State of Maine is requesting bids for a one-year purchasing agreement for multi-purpose shop solvent and degreaser, with quotes due August 13, 2012. The procurement targets vehicle refurbishment and repair operations at the production facility in Limestone, Maine.

The scope is a nonclorinated, 24-ounce aerosol shop solvent/degreaser product. Castle Products Inc King Size Shop Solv (Part# C2495) currently meets the state's environmental and safety requirements; bidders may propose alternative products with equal or superior environmental characteristics. The projected annual purchase volume is 1,000 to 1,500 cans, though no minimum or maximum volumes are guaranteed. All inquiries must be directed to the State Purchasing Division rather than the MMA-Limestone Facility. Bidders must submit prices on the provided Bid Response Data spreadsheet with all mandatory columns (A through M) completed, including registered company name, product specifications, manufacturer information, unit pricing, price guarantee dates, package quantities, and normal delivery lead times. Material Safety Data Sheets are required. Prices must be fixed, include all freight and delivery charges to Limestone, and represent all trade or quantity discounts.

Awards will be made to the lowest responsible bidder offering best value, considering product quality, conformity to specifications, delivery dates, and overall economy. In case of tie bids, preference is given to in-state bidders or those offering Maine-produced or manufactured commodities. Cash discounts of 20 days or more will be considered in the award determination; discounts less than 20 days will not.

The state participates in the Buy American Act. Contract award is contingent upon successful screening through the federal Excluded Parties List System and submission of required debarment certifications. The state reserves the right to request samples at the bidder's expense, reject any or all quotes, adjust quantities by up to 10%, and award on a per-item or group basis. The contract may be eligible for extensions beyond the initial one-year term.
