About this file

This is a solicitation document from the State of Maine for a one-year purchasing agreement contract for multi-purpose shop solvents and degreasers to support vehicle refurbishment and repair operations at production facilities in Limestone, Maine. The solicitation seeks bids for a nonclorinated, 24-ounce aerosol shop solvent/degreaser product, with a projected annual purchase volume of 1,000 to 1,500 cans. The contract may be eligible for extensions beyond the initial one-year term. The document specifies that Castle Products Inc King Size Shop Solv (Part# C2495) currently meets the state's environmental and safety requirements, though suppliers may propose alternative products with equal or superior environmental characteristics. Bidders must submit prices using the provided Bid Response Data spreadsheet and include a Material Safety Data Sheet (MSDS) with their proposals. The state reserves the right to request samples from bidders for evaluation and testing at the bidder's expense.

Bid prices must include all freight and delivery charges to the Limestone, Maine destination and represent fixed contract prices for orders of any quantity. Bidders must complete all mandatory columns (A through M) in the response spreadsheet, providing their registered company name, product specifications, manufacturer information, unit pricing, price guarantee dates, package quantities, and normal delivery lead times. Contract award is contingent upon successful screening through the federal Excluded Parties List System (EPLS) and submission of any required eligibility certifications. The state participates in the Buy American Act. No minimum or maximum purchase volumes are guaranteed, and actual purchases will depend on the state's production and supply needs. All inquiries must be directed to the State Purchasing Division rather than the MMA-Limestone Facility.
