About this opportunity

The State of Maine Division of Purchases is requesting quotes for multi-purpose shop solvent and degreaser in 24-ounce aerosol containers, with quotes due October 28, 2011 at 2:00 p.m. local time.

The product must be nonclorinated. The State has identified Castle Products Inc's King Size Shop Solv (Part# C2495) as the comparable baseline meeting current environmental and safety requirements, but vendors may propose alternative products of equal or superior environmental characteristics. All proposals must include Material Safety Data Sheets and complete product identification; samples must be provided at the bidder's expense for evaluation and testing, and samples will likely be consumed and not returned.

The estimated annual purchase volume is 1,200 to 1,800 cans, delivered to the MMA-Limestone Facility at 125 Kansas Road, Limestone, Maine. The contract is a one-year fixed-price agreement eligible for extension upon Division approval. Pricing must include all freight prepaid to the delivery destination and exclude Federal and Maine sales and use taxes. Unit prices must be clearly stated; cash discount terms under 20 days will not be considered in award determination.

Awards will be made to the lowest responsible bidder offering best value, considering quality, conformity to specifications, delivery dates, and overall economy. In case of ties, awards favor in-state bidders or those offering Maine-manufactured products or services. The State reserves the right to reject any or all quotes, waive formalities and technicalities, and increase or decrease quantities by up to 10%.

All bidders must submit a debarment certification confirming they are not debarred, suspended, or ineligible under Federal Executive Order 12549, and certifying no convictions or civil judgments for fraud, criminal offenses related to public transactions, antitrust violations, embezzlement, theft, bribery, falsification of records, or false statements within the preceding three years. Failure to furnish certification disqualifies the bidder. Contract award is contingent upon screening through the Federal Excluded Parties List System and provision of any certifications required by the State Purchasing Division.

All questions must be submitted through the Q&A link on the Solicitation Details View page; responses will be posted in the same location. Vendors are responsible for regularly accessing the system to review posted questions and answers, which represent the only valid method for obtaining solicitation clarification.
