About this opportunity

The New Hampshire Department of Natural and Cultural Resources is requesting bids on comprehensive interior inspection, cleaning, and sludge disposal services for four 20,000-gallon steel kerosene storage tanks at the Mt. Washington facility, with bids due July 3, 2026 at 2:00 p.m.

Work must comply with New Hampshire Department of Environmental Services regulations Env-Wm1402 and Env-Or 306.09. The scope includes tank interior inspections performed by certified AST inspectors under the direction of a New Hampshire licensed professional engineer, removal of all visible liquids and sludges, off-site sludge disposal in accordance with applicable state and federal requirements, tightness testing of underground piping systems, and submission of inspection reports to the Department. Target implementation is August 2026.

Bidders must submit pricing as a lump-sum total with all costs — labor, equipment, materials, disposal, trucking, and Mt. Washington Auto Road fees — included in the quoted price; no special charges, surcharges, or fuel charges are permitted. Pricing is F.O.B. Destination. Bid prices must remain firm for the entire contract period.

Prior to award, vendors must be registered with the New Hampshire Bureau of Purchase and Property, and corporations or limited liability entities must be registered with the New Hampshire Secretary of State. Comprehensive general liability insurance with minimum coverage of $1 million per occurrence and $2 million aggregate is required, along with New Hampshire workers' compensation insurance.

Work is performed on the Mt. Washington summit between 7:00 a.m. and 4:30 p.m., Monday through Friday, unless pre-approved otherwise with ten days' advance notice. Site visitation prior to bidding is strongly encouraged; vendors must coordinate access with Mt. Washington State Park management and the privately owned Mt. Washington Auto Road, which imposes strict weight and vehicle restrictions with applicable toll charges.
