About this file

This is an Addendum 1 document issued by the New Hampshire Department of Natural and Cultural Resources (DNCR) Capital Projects & Maintenance Bureau on July 1, 2026, addressing bidder questions and responses for the CAP2609 Mt. Washington Tank Inspection project. The project involves comprehensive interior inspection, cleaning, and sludge disposal services for five fuel storage tanks at the Mt. Washington facility, with work anticipated during the 2026 summer operating season. Tank specifications include Tank 1 (97" depth, approximately 15,285 gallons), Tank 2 (12" depth, approximately 1,200 gallons), Tank 3 (out of service), Tank 4 (67" depth, approximately 9,592 gallons), and Tank 5 (empty). All tanks remain in scope despite their varying operational status. The addendum clarifies that bids may be submitted electronically, a certified tank inspector is acceptable in lieu of a New Hampshire Professional Engineer, and manhole access dimensions are 19.5 inches ID.

Critical operational clarifications provided in the addendum address site logistics and contractor responsibilities. Contractors must provide their own pumping equipment as no internal transfer capability exists between tanks; however, usable fuel may be stored in the empty Tank 5 during cleaning operations. The surrounding parking lot area near the tanks can be exclusively blocked off except for essential park staff access. Contractors are responsible for weather-related delays and time loss, though the Sherman Adams building is available for shelter. Access to the Mt. Washington Auto Road operates from 9:00 a.m. to 6:00 p.m. with off-hours coordination available, and no per-person fees apply, though oversized-vehicle fees and toll charges are applicable. Frac tanks may be stored on-site with prior arrangement, and the project is not subject to prevailing wage requirements. Previous API inspections were performed by Interspec LLC, though no preferred vendor is specified for the current project.
