About this opportunity
The New Hampshire Department of Natural and Cultural Resources is requesting bids on soil and groundwater contamination sampling services at Mount Washington State Park, with questions due July 23, 2026 and bids due August 9, 2026 at 2:00 p.m. Award is made to the lowest responsible and responsive bidder.
The scope encompasses development of a Sampling & Analysis Plan and EPA Region 1-compliant Quality Assurance Project Plan; 10 soil borings with soil samples collected near building perimeters and areas of suspected contamination; investigation and sampling of an existing well in the Yankee Building basement; laboratory analysis for VOCs, SVOCs, PAHs, TPH, metals, and PFAS under EPA Method 1633; full data validation with a Data Usability Summary Report; and preparation of draft and final reports with electronic data deliverables. All work must comply with NHDES Env-Or 600/610, PFAS soil requirements, and EPA Region 1 standards. Work includes low-flow well purging and sampling methodologies, immediate sample preservation at 4 degrees Celsius, proper chain-of-custody documentation, and transport to an analytical laboratory. Bidders must account for purge-water handling and disposal costs using an estimated volume of 100 to 300 gallons; purge water meeting New Hampshire Ambient Groundwater Quality Standards may be discharged on-site, while water exceeding those standards must be collected, containerized, transported off-site, characterized, and disposed of at a licensed facility.
Fieldwork runs August through October 2026, with final reports and electronic data due in October 2026. Site visitation is the vendor's responsibility prior to bidding. Before contract award, the successful vendor must register with the NH Bureau of Purchase and Property; corporations and LLCs must register with the NH Secretary of State. Proof of comprehensive general liability insurance of not less than $1,000,000 per occurrence and $2,000,000 aggregate, plus New Hampshire workers' compensation insurance, is required before work begins. Bid prices must remain firm for the entire contract period and be submitted in US dollars on an F.O.B. Destination basis, inclusive of all delivery costs and with no special charges, surcharges, or fuel charges permitted. All bids remain valid for 180 days. Bid evaluation occurs July 27–29, 2026, with Notice of Intent to Award on July 31, 2026 and contract finalization and Notice to Proceed in August 2026. Addendum 1, dated July 9, 2026, addresses purge-water handling procedures and cost allocation.
