About this opportunity
Portage County in Wisconsin is issuing a Request for Bid (RFB) for the procurement and installation of two stationary compactor equipment packages: one Municipal Solid Waste (MSW) compactor and one Recycling compactor. The MSW compactor must be sized to manage a minimum of 50,000 tons of MSW and construction & demolition waste annually, operating six days per week with a minimum throughput of 150 tons per day, and will be installed in a new addition to the Transfer Facility. The Recycling compactor must handle a minimum of 5,000 tons of recyclables annually over five operating days per week and will be installed in an existing building at the Recycling Facility. Bidders must submit separate pricing for equipment packages, custom hoppers, and installation costs including mobilization, demobilization, and restoration, with all pricing remaining firm for the entire first contract year. Qualified contractors must demonstrate at least five years of experience designing, manufacturing, and maintaining stationary compactors of similar type and size, submit references from not fewer than five operating installations, maintain service technician availability with response times under 48 hours located within eight hours' drive of the site, and provide three-year warranties on ram and frame weldments and one-year warranties on electrical and hydraulic equipment, parts, and labor. Critical deadlines include a mandatory pre-bid site visit and conference on Thursday, April 30, 2026, at 10:00 AM at 600 Moore Road, Plover, Wisconsin; written questions must be submitted by 2:00 PM on May 4, 2026; and sealed bids are due by 2:00 PM on May 14, 2026. Award will be made on the basis of lowest total price for both compactors combined, with the contract term running from the date of award through June 30, 2027, or upon job delivery and installation, with installation anticipated in late 2026 through 2027.
The bid documents do not indicate any set-aside designations, restrictions on organizational types, or disadvantaged enterprise requirements for this procurement. No incumbent vendors or current contractors are identified in the available documentation. All equipment must meet applicable local, state, and federal requirements including OSHA and safety standards, with a minimum of 75 percent fabrication performed at the contractor's facility. The County will furnish certificates of tax exemption for equipment purchases and will separately hire an electrical contractor for power supply routing, indicating that bidders need not provide electrical installation services. No specific budget range or award value is listed in the solicitation documents; however, pricing will be evaluated on a combined basis for both compactors, and the County reserves the right to accept or reject any bid and to waive technicalities in its sole discretion.
