About this file
This is Addendum #2 to Request for Bid #2026-15PC issued by Portage County, Wisconsin, for Municipal Solid Waste (MSW) and Recycling Compactor Equipment. The addendum, dated May 5, 2026, provides critical clarifications and answers to 15 bidder questions regarding equipment specifications, electrical requirements, and installation parameters. Key specifications clarified include minimum trailer payloads of 30 tons for waste and 26 tons for recyclables, a maximum 35-second compactor cycle time under continuous load, charge box construction requirements with minimum steel plate thickness of 1 inch single wall or 3/8-inch inner plate with 3/8-inch liner for sides and 1-inch single wall or 1/2-inch inner plate with 1/2-inch liner for floors, and ram construction specifications. The county confirmed that electrical service sizing will be based on equipment horsepower needs, that charge box length and ram height may vary to achieve required capacity, and that dual wall construction is expected if wear plates or liners are used. Additional clarifications address hopper dimensions of 20 feet tall by 15 feet wide by 10.6 feet deep, the county's responsibility for creating building wall openings to accommodate the compactor hopper, and anticipated growth volumes of 50,000 tons per year for MSW and 5,000 tons per year for recyclables.
The addendum does not establish pricing terms, set-asides, or funding information, as these are addressed in the primary bid documents. Notably, the county confirmed it will not specify maximum pack-out time and will create necessary building openings, though final opening height dimensions have not been finalized. The document clarifies that throughput capacity calculations assume 15 percent spillage related to trailer separation and that the MSW compactor will be installed in a new addition rather than the existing building. Sealed bids were originally due May 14, 2026, following a mandatory pre-bid conference on April 30, 2026, with written questions required by May 4, 2026. No specific budget, award amount, or incumbent vendor information is provided in this addendum.

RFB #2026-15PC MSW & Recycling Compactor Equipment
Portage County Solid Waste
ADDENDUM #2
May 5, 2026
The following changes are hereby added to and made part of Bid #2026-15PC.
Clarifications, Revisions, Questions, and Answers:
Clarifications And Revisions:
Questions and Answers:
Q1. 10.3 compactor minimums: Please define what is meant by the term "under continuous load" in relation to the 35 second maximum cycle time. Note: if this is referring to the hydraulic pump it is only possible to guarantee a maximum 35 second cycle time if a constant displacement (single stage) pump is used. If this is the case does the county require a single stage, constant displacement pump?
Ans: “under continuous load” means the compactor is operating loaded with material (not empty).
Q2. Please confirm the minimum acceptable trailer payloads in either tons or pounds for a fully packed-out trailer.
Ans: For waste the minimum = 30 tons, for recyclables = 26 tons
Q3. Please confirm the maximum acceptable trailer pack-out time that is acceptable to the county.
Ans: This is not a specified item
Q4. 10.3 compactor minimums: Please confirm what is meant by the term "minimum throughput capacity assumes 15% spillage". Spillage where? Are you referring to the spillage that occurs when the trailers are separated from the compactor? If so are you then referring to 15% of the total trailer payload?
Ans: Yes, throughput capacity in the table is ~85% of the total charge box volume moved in 1-hour with a 35-sec cycle time.
Q5. 10.4 electrical equipment: Please confirm the size of the 480V, 3 phase electrical service (in amps) and the size of the breaker (in amps) that will be provided for each compactor. This is critical information that is required in order to ensure technical compliance since the county has not confirmed the minimum acceptable motor size in horsepower
Ans: The electrical service will be size based on the horsepower needs of the equipment.
Q6. Alternatively, if the county will confirm the minimum acceptable motor horsepower for each compactor size (8, 10 and 12 cubic yards) this would eliminate the need to confirm the information listed in question #2.
Ans: see answer to Q5.
Q7. 10.3 compactor minimums: the three options listed (8, 10 and 12 cy) are listed with the same clear top opening dimensions. Based on the WASTEC volumetric formula (L x W x H of the charge chamber) the 10' x 6' listed (assuming a ram height of 48") = 8.9 cubic yards which does not match any of the listed capacities.
Should it be assumed then that 8.9 cubic yards is in fact the minimum acceptable charge chamber volume considering the minimum clear top opening is 10' x 6'. Note: additional clarification would be achieved if the county would confirm the minimum ram face dimensions or at least the minimum ram height required.
Ans: No, the charge box length and ram height can vary to match the required capacity.
Q8. 10.6.1.1 charge box construction: please confirm the minimum material thickness for the charge box floor and sides.
Ans: The charge box sides should be minimum steel plate thickness of 1” single wall or 3/8” inner plate with 3/8” liner. The charge box floor shall be minimum steel plate thickness 1” single wall or 1/2” inner plate with 1/2” liner.
Q9. 10.6.1.1 charge box construction: please confirm if the county requires field replaceable wear plates (AR400/AR500/AR514-T1) which would necessitate a double layer construction. Base layer of mild steel with a wear plate layer installed on top.
Ans: The specifications do not require replaceable wear plates, but the county expects dual wall construction if wear plates or liners are used.
Q10. 10.7.1 ram construction: please confirm the minimum material thickness for the ram bottom and sides.
Ans: The ram bottom and sides should be minimum steel plate thickness of 1” single wall or ½” inner plate with ½” liner.
Q11. 10.7.1 ram construction: please confirm if the county requires field replaceable wear plates (AR400/AR500/AR514-T1) which would necessitate a double layer construction. Base layer of mild steel with a wear plate layer installed on top.
Ans: The specifications do not require replaceable wear plates, but the county expects dual wall construction if wear plates or liners are used.
Q12. Can the county please offer the anticipated growth (or target growth) of volumes for MSW/Recycling noted Tons per month.
Ans: Please refer to the volumes for MSW of 50,000 tons/year and 5,000 tons/year for Recycling cited in Section 1.4.1.4 and 1.4.1.5 as the target growth volumes. Please use these figures to determine monthly estimates.
Q13. 10.6.3.2 (page #11): The hopper dimensions shall be 20' tall x 15' wide x 10.6' deep. During the site meeting it was confirmed that the compactors would be installed as follows: The trash compactor on the exterior of the building and fed from inside the building with a front-end loader or telehandler. Please confirm that the county would be creating the opening in the wall to accommodate the compactor hopper and the loader.
Please confirm the following opening dimensions: width and height. Please also confirm if the opening will start at the interior floor slab level.
Ans: Yes, the County will be creating the opening. The opening width and height have not been finalized but the width will likely be 15 feet. No, the opening will not start at the interior floor slab level.
(Please note that the MSW compactor will be installed within a building addition adjacent to the existing building.)
Q14. 10.6.3.2 (page #11): The hopper height is listed as 20' tall. This is extremely high and not typical for transfer stations. Please confirm if this is the correct height from the deck of the compactor shell.
Ans: Yes
Q15. The trash is currently loaded with a front-end loader that has far less loading height capabilities than the telehandler that is used in the recycling building. Please confirm the maximum loading height of the front-end loader used in the trash building.
Ans: The maximum loading height of the CAT 950G with a potential arm extension should be used to estimate the anticipated height.
