About this file

This is Addendum 1 to Request for Bid (RFB) #2026-15PC issued by Portage County, Wisconsin for Municipal Solid Waste and Recycling Compactor Equipment. The addendum provides clarifications and answers to twelve bidder questions regarding equipment specifications and contract terms. Key clarifications address the minimum clear top opening dimensions for three compactor sizes (8, 10, and 12 cubic yards), confirming that vendors may propose larger openings to meet capacity requirements; ram dimensions and motor horsepower specifications, to be proposed by vendors to meet performance specifications with motors sized appropriately for hydraulic equipment as TEFC, 3-phase, 480V units; and a mandatory 36-inch snout extension requirement. The addendum confirms that a Portage County representative should attend installation and start-up/instruction, noting the county acknowledges completing both tasks in a single day would be challenging. A mandatory pre-bid meeting and site visit is scheduled for Thursday, April 30, 2026, at 10:00 AM, with written questions due by 2:00 PM on May 4, 2026, and sealed bids due by 2:00 PM on May 14, 2026. The contract term runs from award date through June 30, 2027, or upon job delivery and installation, with installation anticipated in late 2026 through 2027.

Regarding pricing and payment terms, Portage County will not pay for equipment until receipt of the product or service, but is willing to negotiate alternative payment arrangements due to vendor capital outlay. The county will bill half the cost of materials within net/30 days following purchase order receipt, with the remaining half of materials and labor billed upon compactor delivery, and installation labor billed net/30 days after completion. The county is willing to negotiate early equipment delivery if the warranty period does not commence until after installation. Bid prices must remain firm, with vendors permitted to indicate shorter holding periods or justify price changes if the county delays issuing a purchase order, which may result in contract cancellation or rebid. No bid bond is required. The addendum clarifies that all submittals are due after job award during the project process and by job completion, and addresses hopper specifications, confirming that a 15-foot wide hopper should be quoted with a neck-down to the 10-foot 6-inch window opening shown in architectural drawings.

RFB #2026-15PC MSW & Recycling Compactor Equipment

Portage County Solid Waste

ADDENDUM 1

April 13, 2026

The following changes are hereby added to and made part of Bid #2026-15PC.

Clarifications, Revisions, Questions, and Answers:

Clarifications And Revisions:

The county still intends to issue an additional addendum after the walk thru and Pre-bid meeting listed in the RFB with a due date for questions by 2PM on 05/04/26

Questions and Answers:

Q1. 10.3 (minimum performance characteristics): This section lists three compactors with three different capacities as follows. 8 cubic yards, 10 cubic yards and 12 cubic yards; however. The specifications listed therein are identical for all three systems as follows. Clear top opening = 120" x 72" (minimum) which means all three compactors listed have identical clear top openings and therefore, are in fact identical. Please clarify the correct minimum clear top opening for each of the three sizes of compactors listed (8, 10 and 12 cubic yards).

Ans: Clear top dimensions provided are a minimum. Vendor can provide larger length openings to meet capacity of units.

Q2. Ram face dimensions: please confirm the minimum acceptable ram height and width for each of the systems listed (8, 10 and 12 cubic yards). This is important to determine actual volumetric capacity of each system.

Ans: Vendor should propose ram dimensions for their unit to meet the requested performance specifications for 8, 10, and 12 cubic yard machines.

Q3. Motor horsepower: the specifications do not list the minimum acceptable motor horsepower for each size of compactor. Please confirm the size for each compactor capacity listed (8, 10 and 12 cubic yards) Ans: The electric motor shall meet the minimum specifications: TEFC motor, 3-phase, 480V and sized appropriately for the hydraulic equipment.

The above information is required ASAP to enable all prospective bidders to determine final costs for each of the sizes of compactors listed in the specifications and to confirm technical compliance of the equipment proposed.

Q4. Section 1.5 for submittals – please confirm that all submittals are due after the job is awarded, during job process and by the point of completion of the job.

Ans: Yes, submittals are due after the job is awarded to the selected contractor.

Q5. 8. Method of award relative to section 10.3 – Is the size of the machine based on manufacture literature or an industry standard to define cubic yardage and clear top opening.

Ans: The size of the machine is based on charge box volumes and meeting the requested performance specifications for the 8, 10, and 12 cubic yard units.

Q6. 10.2.3.12 – Snout extension – Most transfer stations do not have a standard size or design of snout – is the manufacturers standard size snout acceptable or is 36” required.

Ans: The 36-inch snout is required

Q7. 11.3.1.1 – Please confirm that this section means that a JWR representative involved in this bid is there for minimum of 1 day of the total install timeline.

Ans: If you can complete the tasks (Install & Start-up/Instruction) in one day between the Hours of 7:00-3:30PM then one day is fine. The County’s expectation is that it would be challenging to complete both those tasks in one day.

Q8. 14. Firm Prices relative to contract term and bid award date

A. how long do we need to hold bid price?

Ans: See section 14 of bid document. You may indicate less time for holding prices firm or justify price changes after submission if the county does not submit a Purchase Order in a timely fashion. This may cause an alternate award, cancelation of the contract (move to 2nd place bidder), or rebid.

B. If awarded the bid, will Portage County be willing to pay for down payment and pay in full for equipment when ready to ship from the manufacturer even if the site work is not completed?

Ans: The County’s standard policy does not pay for Goods or Services until receipt of Product or service. In this case due to capital outlay of Vendor, Portage County is willing to be billed half of the cost of materials to produce the equipment shortly after Receipt of Purchase Order net/30 days. We are then willing to be billed for the labor and other half of materials when the compactors are delivered to Portage County net/30 days. Additional labor to assist on install and set up will be billed net/30days after completion of install. The County is willing to negotiate early delivery of the compactors if the Warranty on the compactor does not start until after install of the product.

Q9. Is a bid bond required?

Ans: No

Q10. Is there a defined payment process and terms? Or are we allowed to define what we need for payment and terms?

Ans: See Response to Q8

Q11. Drawing A201 for the compactor addition to the building – is there a defined window height? Floor to bottom of window, then overall window height?

Ans: We submitted those drawings so bidders would know the locations of the Compactor not to design a hopper. See all items in 10.6.3 for standard hopper for quoting.

Q12. Drawing A201 shows a window opening of 10’ 6” wide but the bid calls our a 15’ wide hopper. Is everyone supposed to quote the 15’ wide hopper necked down to the 10’6” wide window opening – or will the width of the window be changing?

Ans: See response to Q11
