About this opportunity
The Colorado Department of Human Services, Office of Children, Aging, and Community Services, Division of Community Programs, is issuing Request for Proposals (RFP) 2026_186 to procure comprehensive statewide client services for MINDSOURCE Brain Injury Network serving Denver County and Denver City. The procurement seeks a single contractor to provide integrated brain injury services including intake and eligibility determination (completion within three business days), person-centered brain injury resource facilitation, skill development programming (limited to one hour weekly per client, extendable up to three additional months with director approval), and classes, workshops, and groups totaling a minimum of seventy hours annually, available to eligible individuals across Colorado's lifespan with both traumatic brain injury (TBI) and non-traumatic brain injury (nTBI). Key deliverables include maintenance of a toll-free telephone line during business hours (Monday-Friday, 8:30 a.m. to 4:00 p.m.), secure cloud-based database management for service tracking, monthly aggregated demographic reporting on an approved dashboard, semi-annual reports due by January 30th, annual reports due by September 1st, and presentation to the Brain Injury Trust Fund Board each October. Required qualifications include demonstrated capacity to serve statewide across geographic regions and lifespan needs, establishment of local and regional partnerships, staff certification (all direct service staff must obtain Certified Brain Injury Specialist credentials within twelve months of hire), allocation of sixty percent of direct service staff full-time equivalent hours toward client-facing activities, full HIPAA compliance and ten-year record retention, annual independent financial audits, compliance with Colorado Accessibility Standards, and submission of legislative report data by the last week of July. The questions deadline is March 20, 2026, at 5:00 p.m. MT, with responses posted March 27, 2026; proposals are due April 13, 2026, at 1:00 p.m. MT with a public opening from 1:15 p.m. to 1:30 p.m. MT via Google Meet, and the contract performance period begins July 1, 2026. Proposals must not exceed eighty pages and must include ten required attachments covering intake and evaluation tools, sample client plans, satisfaction surveys, outcome measures, organizational charts, job descriptions, budgets, and fiscal statements.
There are no specific set-aside designations or restrictions limiting organization types identified in this RFP, though all vendors must be registered with CORE and the System for Award Management (SAM) before contract execution and must comply with the Colorado Department of Human Services nondiscrimination policy prohibiting discrimination based on race, color, ethnic group, national origin, age, religion, disability, sex, sexual orientation, gender identity and expression, marital status, familial status, pregnancy, veteran status, and HIV status. No incumbent contractor or current contractor information is disclosed in the procurement documents. The contract is valued at an estimated annual budget range of $1.5 to $2 million per year, funded primarily through the Colorado Brain Injury Trust Fund, which receives approximately $1.9 million annually from surcharges on traffic violations, with a statutory minimum of fifty-five percent of Trust Fund revenue allocated to services; the specific budget allocation will be negotiated annually based on Trust Fund income fluctuations and contracted services outlined in the Statement of Work. The initial contract term extends one year from July 1, 2026, through June 30, 2027, with options for renewal for up to four additional one-year periods at the State's sole discretion, contingent upon funding availability and satisfaction of contractual requirements, with the total contract duration not to exceed five years without Chief Procurement Officer approval. Vendors must limit indirect costs to no more than fifteen percent of the total budget and must comply with comprehensive insurance requirements including workers' compensation, general liability ($1,000,000), professional liability ($1,000,000), and cyber/network security liability ($1,000,000 to $5,000,000 depending on records held), with the State named as additional insured.
