About this opportunity
The Minnesota Pollution Control Agency is soliciting proposals to prepare an Environmental Impact Statement for the Elk River Landfill North Development Area in Sherburne County, with responses due August 4, 2026 at 2:00 p.m. Central Time through the SWIFT eSupplier portal. The MPCA encourages small business participation and awards 12 preference points to certified targeted group, economically disadvantaged, or veteran-owned businesses; however, eligibility details and set-aside scope are not specified in the RFP.
The scope encompasses development of a Draft Environmental Impact Statement and Final Environmental Impact Statement pursuant to Minnesota Rule 4410.4400, Subpart 13(E), along with project management documentation, GIS analysis and mapping, public meeting support, comment summary and response development, and preparation of an EIS Adequacy Determination. The EIS will evaluate a proposed northward expansion of municipal solid waste disposal capacity by approximately 26.67 million cubic yards over a 162.36-acre waste limit. Key environmental topics for in-depth analysis include land use compatibility, groundwater and surface water resources, transportation impacts, air quality, greenhouse gas emissions, noise, fish and wildlife impacts, and cumulative effects. The contract includes a requirement that all work be performed and data stored within the United States using Microsoft Office products for collaboration.
The anticipated contract term runs from August 2026 through April 2028, with an option to extend up to an additional three years in increments determined by the State. No fixed budget or reserve price is specified. Responses will be evaluated on a 100-point scale: Work Plan (30 points), Qualifications and Experience (30 points), Work Sample (10 points), and Cost Detail (30 points). Questions are due July 14, 2026. Cost proposals must remain firm for 180 days from submission. Standard Minnesota contract requirements apply, including commercial general liability insurance at $2 million per occurrence, workers' compensation insurance, E-Verify certification for contracts exceeding $50,000, affirmative action compliance if the contract exceeds $100,000, and compliance with Minnesota Government Data Practices Act and IT accessibility standards. All intellectual property rights in work product vest exclusively with the State.
