Minnesota’s Commitment to Diversity and Inclusion
The State of Minnesota is committed to diversity and inclusion in its public procurement process. The goal is to ensure that those providing goods and services to the State are representative of our Minnesota communities and include businesses owned by minorities, women, veterans, and those with substantial physical disabilities. Creating broader opportunities for historically under-represented groups provides for additional options and greater competition in the marketplace, creates stronger relationships and engagement within our communities, and fosters economic development and equality.
To further this commitment, the Department of Administration operates a program for Minnesota-based small businesses owned by minorities, women, veterans, and those with substantial physical disabilities. For additional information on this program, or to determine eligibility, please call 651.201.2402 or go to the Office of Equity in Procurement home page, at https://mn.gov/admin/business/vendor-info/oep/.
SPECIAL NOTICE: This is a request for proposal. It does not obligate the State of Minnesota to award a contract or complete the proposed program, and the State reserves the right to cancel this solicitation if it is considered in its best interest.
This Solicitation requires proposals to be submitted through the SWIFT Supplier Portal. Please note the security changes below that may impact responders from submitting a timely response.
SWIFT SUPPLIER PORTAL SECURITY CHANGES
There are new security measures that the Minnesota Management and Budget implemented on October 16, 2022. It is a new multi-factor authentication (MFA) to enhance the security of the State of Minnesota Supplier Portal. MFA is an authentication method that requires bidders and suppliers provide two verification factors to log into the SWIFT Supplier Portal. The goal of MFA is to create a layered defense that makes it more difficult for unauthorized system access to occur.
For information about these changes, please refer to the SWIFT Supplier Portal Multi-Factor Authentication FAQ document.
If you have not done so already, please make sure to log into the SWIFT Supplier Portal as soon as possible to get this authentication set up early so there are no issues when submitting a response to an RFP.
You are strongly encouraged to set your MFA during business hours of 8:00 A.M. to 4:00 P.M., Central Time, Monday through Friday. You may experience delay setting your MFA after hours.

The Responder shall, at a minimum, perform these tasks:
1. Project workplan to include:
· Develop and implement a project workplan, covering all aspects of project execution, including high level and detailed project execution schedules, quality assurance/quality control for document accuracy and completeness, and issue identification and resolution processes.
· Issue Log maintained during the life of the project.
· Regularly scheduled meetings with ERU staff to discuss progress, deliverables, issues, and issue resolution, with meeting minutes and lists of any action items. It is recommended that the Responder use Microsoft Teams to conduct a kick-off meeting of approximately one hour in length and then subsequent weekly check-ins that range from 30-60 minutes via weekly virtual project management meetings.
· Weekly progress reports will include a summary of work finished, priority items, issues/delays, and discrepancies. These progress reports will be communicated via email.
· Establishment and maintenance of a document/information sharing platform and issue management system accessible to the Responder and ERU.

· Based on Attachment F: Final Scoping Decision Document, the Responder may need to develop relevant maps for the project, run Geographic Information System (GIS) analytics for environmental data to use in the DEIS and FEIS, and provide data for the project to ERU staff as requested. Data to be requested of the Responder for the proposed project and potential alternatives may include but are not limited to:
· land use
· land cover
· zoning
· soils
· prime farmland
· water resources
· impairments
· residential units
· utility owned parcels
· recreation
· public services
· floodplains
· mining
· rare and unique resources that may be applicable to the project, such as native prairie or sites of biodiversity significance.
5. Shapefiles and Map Exchange Document (MXD) files will be provided to ERU staff after the completion of deliverables.
6. The DEIS and FEIS must evaluate alternatives with respect to Minnesota Rule 4410.2300. G.
7. Coordination with ERU staff on the publication, in electronic Adobe pdf format, of the DEIS and FEIS. Prepare a summary of the topics studied in the DEIS, up to 10 pages in length, in electronic Adobe pdf and hard copy formats (up to 50 print copies) for distribution during the DEIS public meeting for the project.
8. Attend and support ERU staff at all public meetings (two minimum) associated with the project.
· Print maps and handouts as requested.
· Answer questions as requested.
· Attend meetings for the duration needed. Meetings will likely be held near the landfill and last approximately 2 hours.

Summarize comments and categorize them according to the concerns raised about the document. Help ERU staff draft responses to substantive comments.
10. Prepare the FEIS in coordination with ERU staff.
· Work with ERU staff to evaluate and refine the FEIS.
· Draft the FEIS.
· Finalize the EIS.
11. Prepare the EIS Adequacy Determination.
12. Project & Document Requirements:
· Documents must be prepared and presented in a factual, accurate, and objective way, and should be developed using plain, but accurate language.
· All documents submitted to ERU must meet accessibility standards required for Minnesota State Agencies. This includes preliminary drafts of all documents including the draft and final environmental document, figures, tables, maps, appendices, etc.
· The State of Minnesota (Executive branch state agencies) has developed IT Accessibility Standard effective September 1, 2010. The standard entails, in part, the Web Content Accessibility Guidelines (WCAG) 2.1 (Level AA) and Section 508 which can be viewed at: https://mn.gov/mnit/government/policies/accessibility/. The standard related to accessible documents can be viewed at:
The Standards apply to web sites, software applications, electronic reports and output documentation, training delivered in electronic formats (including, but not limited to, documents, videos, and webinars), among others. As upgrades are made to the software/products/subscriptions available through this Contract, the Contractor agrees to develop functionality which supports accessibility. If any issues arise due to nonconformance with the above mentioned accessibility Standards, the Contractor agrees to provide alternative solutions upon request at no additional charge to the State.
SECTION 3 – PROPOSAL INSTRUCTIONS AND ADDITIONAL INFORMATION
1. Anticipated Contract Term.
The term of this contract is anticipated to be from August 2026 to April 2028, with the option to extend up to an additional three years in increments determined by the State.
Question and Answer Instructions.
Prospective responders who have any questions regarding this RFP must email contracts.pca@state.mn.us. Enter subject line as: Elk River Landfill North Development Area Environmental Impact Statement (EIS).
All questions should be submitted no later than the date and time listed in Section 1, Instructions to Responders. The State is not obligated to answer questions submitted after the question due date and time.
Only personnel listed above are authorized to discuss this solicitation with responders. Contact regarding this solicitation with any personnel not listed above could result in disqualification. This provision is not intended to prevent responders from seeking guidance from state procurement assistance programs regarding general procurement questions.
If a Responder discovers any significant ambiguity, error, conflict, discrepancy, omission, or other deficiency in the solicitation, please immediately notify the contact person detailed above in writing of such error and request modification or clarification of the document.
Additional Tasks or Activities.
Responders are encouraged to propose additional tasks, activities, or goods above and beyond the scope of what is requested in this solicitation if they will substantially improve the results of this procurement. Any costs associated with these additional tasks, activities, or goods should be clearly marked and separated from costs associated with the tasks, activities, or goods specifically requested under this solicitation. Because cost is a factor in the evaluation of responses to this solicitation, failure to separate costs for additional tasks, activities, or goods may result in those costs being included in a responder's cost proposal and result in a lower cost score for that proposal.
SECTION 4 – PROPOSAL CONTENT
Please submit the following information:
Work Plan. On the form provided, Attachment E, Project Workplan, Responder should provide a description of the deliverables to be provided by the Responder along with a detailed work plan that identifies the major tasks to be accomplished and be used as a scheduling and managing tool, as well as the basis for invoicing. The workplan should include proposed dates and project progression stages. This document should NOT list cost detail. If cost detail is included in this document, the State may disqualify the proposal as non-responsive. Responder should provide a statement of the objectives, goals, and tasks to show or demonstrate the Responder's view and understanding of the nature of the contract, and what makes the Responder uniquely suited for this work.
Qualifications and Experience. Responder should provide an outline of background and experience working on project management with an emphasis on drafting, revising, finalizing EISs with examples of similar work done by the Responder and a list of personnel who will conduct the project, detailing their training, and work experience. Resumes or other information about project personnel should not, if possible, contain personal telephone numbers, home addresses, or home email addresses.
