About this opportunity

The State of Rhode Island Division of Purchases is establishing an open-enrollment Master Price Agreement (MPA 566) for emergency vehicle lighting sales, installation, and service with a proposal deadline of July 2, 2029 at 1:00 p.m. EDT. Bidders must be authorized Whelen Engineering Company distributors and maintain service locations within Rhode Island or within 100 miles of the state border; this is a mandatory capability filter.

Rhode Island cities and towns are authorized to use vendors selected from this agreement alongside state agencies, including the Department of Public Safety and Department of Transportation. The contract runs from January 1, 2027, through December 31, 2029, with two optional renewal years through December 31, 2031.

Vendors must submit firm and fixed labor rates for installation and removal services during normal business hours for all five contract years, with pricing proposals clearly identifying manufacturer list-price basis, percentage discounts, catalog dates, and freight terms. All applicable manufacturer special offers, rebates, and promotional programs must be extended to purchasing agencies. Vendors are encouraged to offer volume purchase discounts. New-vehicle drop-ship work requires authorization as a drop-ship center for Ford, Dodge, and General Motors vehicles.

All technicians performing work must hold current Emergency Vehicle Technician (EVT) certification with documentation including certification numbers, types, and expiration dates. If subcontractors are used, bidders must submit detailed subcontractor information and EVT certification documentation for all subcontractor technicians.

Evaluation occurs on a pass/fail basis across five categories: Licensing, Labor Rates, EVT Certification, Subcontractor Information, and Overall Qualification. The State retains the right to make one or multiple awards or reject all bids. A 0.33% contract administrative fee will be withheld from all invoices. Required insurance includes $1,000,000 general liability per occurrence, $100,000 workers' compensation per accident, and $1,000,000 automobile liability per occurrence. Bidders must complete the MBE Participation Acknowledgment Form and submit an MBE Utilization Plan if selected, subject to Rhode Island's 15% minimum MBE and WBE participation requirement. Vendor questions are due July 2, 2029 at 10:00 a.m. EDT through the Ocean State Procures system. Proposals are irrevocable for 180 days following opening.
