About this opportunity

The State of Rhode Island Division of Purchases is requesting quotes for Master Price Agreement 564 to furnish, install, and repair window blinds, shades, and accessories throughout the state under RFQ RFQM27006929, with proposals due September 14, 2026, and a question-and-answer period closing August 28, 2026. Rhode Island General Laws 37-14.1 mandates a minimum of 15 percent of total dollar value awarded to certified MBE/WBE businesses; vendors must complete and submit an MBE Participation Acknowledgment Form as part of the proposal.

The scope covers new, standard window-treatment products from established manufacturers complying with NFPA and WCMA standards (ANSI/WCMA A100.1-2012 or current issue), with a minimum two-year manufacturer's warranty on materials, workmanship, and performance. Vendors must provide field measurements, hardware, and standard installation; remove old window treatments; and maintain the premises in neat condition. All products must be FOB destination with inside delivery included. Vendors must submit percentage discount rates off manufacturer list prices for orders of 1–24 units and 25 or more units, plus separate discounts for other parts and materials. Hourly labor rates are required for normal business hours installation (8:00 a.m. to 5:00 p.m., Monday through Friday), after-hours installation (6:00 p.m. to 7:00 a.m.), repair services, and service-call charges.

The contract runs October 1, 2026, through September 30, 2029, with two optional renewal periods of 12 months each. All bid prices are firm, net FOB destination. Vendors must carry general liability insurance of $1 million per occurrence, workers' compensation of $100,000 each accident, and automobile liability of $1 million combined single limit. The State reserves the right to make single or multiple awards. A 0.33 percent administrative fee will be withheld from invoices beginning January 1, 2026. Amendment 1 (August 19, 2026) added seven line items requiring completion; failure to complete all costing documentation results in bid rejection. Vendors must register in the Ocean State Procures system; only electronic submissions are accepted.
