About this opportunity
The State of Rhode Island Division of Purchases is soliciting proposals for MPA-534, a Master Price Agreement for Service, Repair and Maintenance of Elevators, Escalators and other Vertical Transportation Equipment with statewide applicability. The procurement encompasses comprehensive maintenance and repair services for various vertical transportation equipment types, including hydraulic elevators (2-3 openings), geared elevators (up to 10 openings), gearless elevators (up to 15 openings), machine room-less (MRL) elevators (up to 10 openings), stair lifts, wheelchair lifts, and freight elevators, with potential utilization for new installation at the Division's discretion. Contractors must provide monthly maintenance services including equipment cleaning, lubrication, adjustment, safety testing, and emergency response capabilities with service level requirements including one-hour response during business hours, two-hour response during non-business hours, twenty-minute response for entrapment situations, and thirty-minute response for disability assistance requests. Annual safety testing must be completed by the last working day in May, with three-year full load tests for hydraulic elevators and five-year tests for cable elevators, and all work must comply with Rhode Island General Law Chapter 23-33 and the National Elevator Code Section 8.6 ASME A17.1. Required qualifications include current Rhode Island elevator licensing and registration in Ocean State Procures, with all required licenses and permits, general liability insurance of $1,000,000 per occurrence, workers compensation insurance of $100,000, and automobile liability insurance of $1,000,000. The solicitation opened May 4, 2026 at 1:00 PM EDT with a deadline of June 1, 2026 at 1:00 PM EDT, vendor questions accepted through May 25, 2026 at 4:30 PM EDT, and contract commencement anticipated for approximately December 2026 for an initial three-year term with options for up to two additional 12-month renewal periods. Evaluation will be based on a cost formula whereby the lowest cost bidder receives 100 percent of available cost points, with other vendors receiving points calculated as (lowest cost / vendor cost) multiplied by available points.
All vendors are eligible to respond to this solicitation, with no set-aside designations or restrictions limiting participation based on organizational type or disadvantaged enterprise status, though vendors must submit a Supplemental Bidder Attestation Form and MBE Participation Acknowledgment Form as part of the bidding requirements. Prevailing wage requirements apply pursuant to Rhode Island General Laws 37-13-1 et seq., requiring contractors and subcontractors to submit a Prevailing Wage Contract Addendum form and comply with mandatory prevailing wage obligations including weekly employee payment, job site wage rate posting, certified weekly payroll form submission, and annual prevailing wage rate verification through the Department of Labor and Training. No incumbent vendors or current contractors are identified in the solicitation documents, and the pricing structure requires vendors to submit hourly billing rates for mechanic and helper labor at both standard and overtime on-site rates across fiscal years 2027 through 2030, with monthly per-unit pricing for equipment, service, and repair-related services on a cost-plus basis for parts with FOB delivery and no shipping charges to the state. A contract administrative fee of 0.33 percent of annual contract spend applies effective January 1, 2026. Specific budget ranges or award values are not disclosed in the solicitation materials; however, pricing will be evaluated based on submitted cost proposals, and political subdivisions may participate in the resulting Master Price Agreement.
