About this opportunity
The Rhode Island Department of Transportation (RIDOT) is seeking qualified vendors to provide truck-mounted spray injection pothole patching services through a Master Price Agreement (MPA 529). The procurement requires vendors to supply between two and five spray injection trucks, each complete with a skilled operator and all necessary materials, capable of performing daily on-call pothole patching services. Vendors must be prepared to deliver approximately 4,000 total pothole patching hours during the contract period, with the ability to perform both regular and overnight services. The initial contract term is three years, beginning in December 2024, with options for two additional 12-month renewal periods contingent upon vendor performance and funding availability. A non-mandatory pre-bid conference is scheduled for November 6, 2024, at 2:00 PM EST at RIDOT Maintenance Headquarters in Warwick, and all electronic proposals must be submitted through Ocean State Procures by November 20, 2024, at 1:00 PM EST. Vendors will be evaluated on their ability to provide spray injection trucks, operator qualifications, insurance coverage, and compliance with state requirements.
The solicitation includes specific set-aside requirements for Minority Business Enterprise (MBE) participation, with vendors required to submit an MBE Participation Acknowledgment Form and subsequent MBE Utilization Plans for each award. The contract will be established as a Master Price Agreement with statewide applicability, allowing participation from political subdivisions, institutions of higher education, municipal/state schools, and quasi-public agencies. Vendors must maintain comprehensive insurance coverage, including $1 million in liability protection, workers' compensation, and automobile liability. A 1% contract administrative fee will be assessed on all purchase orders issued under the agreement, which will help fund the state's eProcurement system. While no specific budget range is explicitly stated, the estimated 4,000 pothole patching hours suggest a potentially significant contract value. The solicitation also requires vendors to provide hourly rates for both regular and overnight pothole patching services, as well as for Traffic Management vehicles (TMA/TMFAB/TMCMC) with operators, indicating a comprehensive service requirement.
