About this opportunity
The State of Rhode Island Division of Purchases is conducting an Open Enrollment Vendor Assessment (OEV) for Master Price Agreement (MPA) 371 to establish a qualified vendor list for Well Maintenance and Services. The solicitation seeks vendors to provide comprehensive labor, materials, and equipment for inspecting, installing, maintaining, and repairing water wells and water well equipment, including wells, well pumps, tanks, water lines, filtration systems, well liners, controls, hydro-fracture, well heads, and water sample testing services. The initial contract period will commence approximately July 1, 2024, and span three years, with potential renewals for two additional 12-month periods based on vendor performance and funding availability. Vendors must submit proposals electronically through the Ocean State Procures system between April 9, 2024, and May 7, 2024, at 11:00 AM EDT. Evaluation will be conducted on a pass/fail basis, with vendors required to provide hourly rates for regular business hours (8:00 AM - 5:00 PM Monday-Friday) and separate overtime rates for all other hours, including weekends and holidays.
The procurement has set-aside requirements for Minority Business Enterprises (MBEs), Women Business Enterprises (WBEs), and Veteran Business Enterprises (VBEs), with at least one quote required from certified MBE/WBE/VBE vendors when available for specific projects. The MPA will have statewide applicability, allowing participation from political subdivisions including municipalities, institutions of higher education, municipal and state schools, and quasi-public agencies. Vendors must maintain specific insurance coverage, including $1,000,000 liability per occurrence, workers compensation, and automobile liability insurance. A 1% contract administrative fee will be assessed on all purchase orders issued under the MPA, which will be withheld from vendor invoices. While there are no guaranteed minimum purchase amounts, the contract will operate on an as-needed basis, with user agencies selecting vendors based on factors such as price, expertise, and availability. Vendors must comply with Rhode Island's affirmative action requirements and submit quarterly reports detailing invoiced amounts within 45 days of each calendar quarter's end.
