About this opportunity
The State of Rhode Island's Division of Purchases is conducting an Open Enrollment Vendor Assessment (OEV24003437) to establish a Master Price Agreement (MPA 361) for Real Estate Appraisal Services. The procurement seeks to create a qualified list of real estate appraisers who will provide on-call services to state agencies, quasi-governmental organizations, municipalities, and legislative and judicial branches. Qualified vendors will be expected to perform real estate appraisal services on an as-needed basis, with agencies issuing specific project scopes and requesting price quotes from the approved vendor list. The initial contract period will run approximately three years, from December 1, 2023, with options to renew for two additional 12-month periods based on vendor performance and funding availability. Vendors must submit proposals electronically through the Ocean State Procures system by November 10, 2025, with a vendor Q&A period running from October 19-24, 2023. Proposals will be evaluated on a pass/fail basis, with selection for specific projects determined by factors including price, expertise, and vendor availability. Vendors must provide hourly rates for regular and overtime work, with overtime rates not exceeding one-and-a-half times the regular hourly rate.
The solicitation encourages participation from Minority Business Enterprises (MBE), Women Business Enterprises (WBE), and Veteran Business Enterprises (VBE), requiring at least one quote from a certified diverse vendor when agencies solicit quotes for specific projects. Vendors must maintain specific insurance coverage, including $1,000,000 in liability coverage, $100,000 in workers compensation, and $1,000,000 in automobile liability insurance. All vendors must complete an MBE Participation Acknowledgment Form and register in the Ocean State Procures system. While there are no specific set-aside designations, the state will give preference to vendors with competitive pricing and diverse business ownership. The contract includes a 1% administrative fee assessed on all purchase orders issued under the MPA. There is no guaranteed purchase volume, and the state reserves the right to make single or multiple awards, reject any or all proposals, and remove vendors from the qualified list at its discretion. Political subdivisions, including municipalities, higher education institutions, schools, and quasi-public agencies, are authorized to utilize this Master Price Agreement.
