About this opportunity

The West Virginia Department of Administration Purchasing Division, on behalf of the West Virginia Conservation Agency, is requesting competitive quotes for mowing and weed eating services at 23 East Dams across West Virginia under CRFQ AGR27-02, with bids due July 28, 2026 at 1:30 p.m. EST. Attendance at the mandatory pre-bid meeting held July 16, 2026 at 10:00 a.m. at South Fork Ruritan Club in Brandywine, West Virginia, was required; failure to attend results in bid disqualification.

Services will be provided on an as-needed basis at two West Virginia Conservation Agency locations: 1900 Kanawha Boulevard East, Charleston, WV, and 255 Gus R. Douglass Lane, Charleston, WV. The scope includes mowing across 23 East Dams sites statewide, with grass cut to three to five inches using horizontal or crest-parallel patterns Monday through Friday, 7:00 a.m. to 5:30 p.m., excluding state holidays. Mowing sites include slopes ranging from flat ground to 3:1 and 2:1 ratios (2:1 slope equals 26.57 degrees or 50% grade). Weed eating must also achieve uniform heights of three to five inches. All equipment transport costs and mileage between job sites must be included in unit pricing; no separate travel reimbursement will be made.

Vendors must submit unit pricing for mowing (per acre) and weed eating (per square foot) on the provided Pricing Pages in Exhibit A. The lowest overall total cost meeting all mandatory specifications will be selected. The contract is an open-end agreement for continuing services with renewal terms subject to mutual written consent of the Agency, Vendor, Purchasing Division, and Attorney General's office. Contract is contingent on legislative appropriation of funds, with the State reserving the right to cancel with 30 days written notice or immediately if work does not conform to specifications.

Vendors must maintain Commercial General Liability and Automobile Liability insurance of $1,000,000 per occurrence and provide quarterly reports documenting purchased items, quantities, and dollar values. Questions were due July 21, 2026 at 2:00 p.m. EST. Addendum No. 02 (issued July 23, 2026) provided answers to vendor inquiries regarding workers' compensation insurance and slope specifications. Vendors must acknowledge receipt of all addenda; failure to do so may result in bid disqualification.
