About this opportunity
The West Virginia Department of Administration Purchasing Division is soliciting bids for mowing and weed eating services at 23 East Dams throughout West Virginia on behalf of the West Virginia Conservation Agency under CRFQ AGR27-02, with bids due July 28, 2026 at 1:30 PM EST. Attendance at the mandatory pre-bid meeting held July 16, 2026 at 10:00 AM at the South Fork Ruritan Club in Brandywine is required; failure to attend results in bid disqualification. Questions are due July 21, 2026 by 2:00 PM EST.
The contract is structured as an open-end Central Master Agreement with no guaranteed quantities; pricing is based on estimated volumes only. Vendors must provide unit pricing for mowing services (per acre) and weed eating services (per square foot) and complete all pricing pages in full or face disqualification. Mowing must be performed in horizontal patterns with grass cut to 3–5 inches during Monday through Friday business hours (7:00 AM to 5:30 PM, excluding state holidays) using equipment with minimum 2:1 slope capability; operators and all equipment are vendor-supplied. Weed eating must uniformly reach 3–5 inches with all clippings blown, racked, bagged, and removed from sites. Vendors absorb all travel costs and mileage between job sites, which must be included in unit pricing.
Vendors must maintain Commercial General Liability and Automobile Liability Insurance of at least $1,000,000 per occurrence and submit quarterly reports detailing purchases by agency and total expenditures. Payment is in arrears upon invoice submission and inspection completion; invoices are sent to AP@WVCA.US. Performance locations are the West Virginia Conservation Agency at 1900 Kanawha Boulevard East and 255 Gus R Douglass Lane, both in Charleston, West Virginia. The award goes to the lowest responsible bidder. Bids are submitted electronically through wvOASIS, by paper delivery, or by facsimile to the Department of Administration Purchasing Division at 2019 Washington Street East, Charleston, WV 25305. Addendum No. 01 was issued July 16, 2026 attaching the pre-bid sign-in sheet; vendors must acknowledge all addenda with an Addendum Acknowledgment form or face disqualification. Contact Larry D McDonnell at 304-558-2063 or larry.d.mcdonnell@wv.gov.
