About this opportunity
Greenville County is seeking proposals for moving services through RFP #23030, with the primary objective of transporting approximately 1,500 vertical file boxes and 800 lateral file boxes from County Square to the newly constructed Greenville County Administration Office. The vendor will be responsible for pick-up, transportation, and delivery of storage boxes, high-density storage books, and potential miscellaneous items, while the county will handle packing services. The county will provide packing materials and requires the selected vendor to have capabilities for potential additional moving needs. Proposals were due by December 16, 2022, at 3:00 pm, with a non-mandatory pre-proposal meeting held on December 5, 2022, and an anticipated contract award date of December 29, 2022. The evaluation criteria include five equally weighted categories: responsiveness to RFP (20 points), experience and past performance (20 points), methodology/approach (20 points), references (20 points), and cost (20 points). The contract structure allows for an initial one-year term with the potential for up to four additional annual renewals, enabling as-needed moving services for future county projects.
The county encourages participation from Minority/Women-owned Business Enterprises (MBE/WBE) and requires vendors to comply with various legal standards, including the Illegal Immigration Reform Act and Prison Rape Elimination Act. Strict insurance requirements are mandated, including $1,000,000 in general liability coverage, $1,000,000 in automobile liability, and statutory worker's compensation insurance. While no specific incumbent vendor is mentioned, the contract appears open to qualified moving service providers who can meet the technical and administrative requirements. The RFP does not explicitly specify a precise budget range or total contract value, though the scope suggests a significant project involving the transportation of approximately 2,300 total file boxes. Vendors must demonstrate capability to handle complex institutional moving needs, with flexibility to potentially manage additional items beyond the primary scope of storage box transportation. The county's approach suggests a comprehensive and strategic procurement process designed to ensure efficient relocation of administrative resources.
Opportunity text
The County of Greenville (referenced herein as "County") is seeking proposals from qualified vendor(s) to perform moving services. This project primarily consists of transporting storage boxes (with paper contents) packaged by County Staff, from County Square (301 University Ridge, Greenville, SC 29601) to the newly constructed Greenville County Administration Office, located adjacent to County Square.
This project shall include the pick-up, move, transport and delivery of storage boxes, high density storage books, and other miscellaneous items. The vendor will be required to provide packing materials; packing services will be provided by the County. The County anticipates that approximately 1,500 vertical file boxes and 800 lateral file boxes will be moved to the new facility.
The County does not anticipate that services will be needed to transport filing cabinets, or electronic equipment; in the event that needs arise, the awarded Contractor shall be capable of providing additional services for miscellaneous items.
The County may elect to enter into a one-year contract, with the opportunity for up to four (4) annual renewals, which would allow the awarded vendor to provide moving services on an "as-needed" basis for future County projects.
