About this opportunity

The City of Waco, Texas Purchasing Services is requesting bids for installation of a vertical turbine pump system at Mount Carmel Water Treatment Plant under IFB 2026-026, with bids due August 6, 2026 at 2:00 p.m. Central Time and a mandatory pre-bid meeting on July 22, 2026 at 10:00 a.m. at the plant site (5701 Lake Shore Dr., Waco, TX 76708). The general contractor must self-perform 51 percent of the project work—a material performance requirement that filters bidder capability.

The scope encompasses installation of a 600-horsepower vertical turbine pump with pump can, one 2400-volt motor, and one medium-voltage motor controller, including mobilization, bonding and insurance, erosion control and trench safety plans, confined space plan, project signage, pump can and VTP installation, two motor control center installations (MCC-1 and MCC-2), piping and supports, and electrical instrumentation. Work must be substantially completed in 212 calendar days and ready for final payment in 232 calendar days, with liquidated damages of $2,000 per day for delays.

Bids are due August 6 at 2:00 p.m. CT via the City's e-Procurement portal (Euna/Bonfire) or physical delivery to the Purchasing Services Office. Bid opening occurs the same day at 2:01 p.m. via Zoom. Questions are due July 28 at 5:00 p.m. CT. Contract award is tentatively scheduled for September 11, 2026. Bids must include a bid bond or certified check equal to 5 percent of the submission amount; prices must be exclusive of federal excise tax and Texas sales tax. The City will award to the lowest responsible bidder. Contracts exceeding $100,000 require City Council approval. All vendors must register with the City through Bonfire and complete business identification, conflict of interest questionnaires, insurance certifications, debarment certifications, and non-collusion affidavits. Addendum No. 1, posted July 20, provided an updated plan set and required signed acknowledgment with bid submission. Submissions remain valid for 90 days following the deadline.
