About this opportunity

Pinellas County School District is requesting sealed electronic bids for motor vehicle brake parts under ITB #26-AM-016, with bids due August 24, 2026 at 3:00 p.m. via the OpenGov Procurement portal. Florida businesses receive a 5 percent preference if the lowest bid is from an out-of-state supplier whose state does not grant reciprocal preference.

The scope covers brake components for two vehicle classes: passenger vehicles and light trucks (Section I), and medium/heavy duty trucks, buses, and trailers (Section II). Parts include pads, shoes, rotors, drums, master cylinders, hoses, calipers, wheel cylinders, hardware kits, and boosters. All brake components must be factory-approved and certified by the Original Equipment Manufacturer with manufacturer warranties and liability indemnification; brake linings, drums, rotors, and components must be new or remanufactured as specified. Suppliers must be located within a 40-mile radius of the Walter Pownall Service Center.

The estimated contract value is approximately $190,000 annually. The contract period runs from October 28, 2026 through October 27, 2027, with optional renewal for two additional one-year periods by mutual consent. The district reserves the right to unilaterally extend the contract for up to three additional 30-day periods at the same terms and conditions. Pricing and all freight and handling charges are F.O.B. to four specified PCS compounds and must remain firm throughout the initial contract period. Price escalation or de-escalation at renewal requires written notice 60 days before contract expiration and cannot exceed the previous year's Consumer Price Index for All Urban Consumers percentage change.

The district will evaluate bids between August 24 and September 7, 2026, with Notice of Intent to Award posted October 6, 2026 and School Board approval expected October 13, 2026. Questions are due August 10, 2026. The award is not an "All or None" bid; the district may award by section to the lowest responsible and responsive bidder and may reject individual items within a section. Bidders must comply with Jessica Lunsford Act background screening, E-Verify employment verification, drug-free workplace certification, and debarment certification requirements.
