This is a statewide emergency-response contract procured jointly by HHSC and the Department of State Health Services.

Bidders must hold current FAA commercial pilot certificates with FAR 137 endorsements for a minimum of two pilots, current night vision goggle certifications, and Texas Department of Agriculture licensing for pesticide applications. The scope encompasses aerial and ground-based application of adulticides and larvicides, mosquito surveillance using BG-Sentinel traps and ABC light traps, larval site inspections, surveillance and control mapping, household and institutional mosquito control, beekeeping operator notification, and public relations support. Bidders must propose specific aircraft with make and registration number and specify minimum callout days. Pricing is submitted on Exhibit C as firm, fixed unit rates covering labor, equipment, materials, supplies, and related expenses across per-trap-night, per-square-mile, per-acre, per-each, per-mile, per-gallon, and per-test categories. The historical monetary value for similar services over the past five years was $2.25 million, provided as guidance only with no guarantee of volume.

The initial contract term runs September 1, 2026 through August 31, 2027, with three optional one-year renewals through August 31, 2030 and one additional extension of up to one year at HHSC's sole discretion. Price adjustments during renewal periods may be permitted based on CPI-W, CPI-U, or Federal Minimum Wage increases, subject to HHSC approval. Contractors must maintain comprehensive insurance including $1 million workers' compensation with employer's liability, $1 million / $2 million commercial general liability, $1 million commercial automobile liability, $1 million professional liability, and $1 million umbrella liability. A HUB Subcontracting Plan is encouraged but not required.
