About this opportunity

The State Reclamation and Mosquito Control Board of Massachusetts (SRB) is soliciting multiple-vendor responses for aerial and ground insecticide application for mosquito control, with the listing showing a due date of March 1, 2036. Every bidder must make a minimum Supplier Diversity Program (SDP) commitment of 1% of contract sales, unless the RFR specifies otherwise, to certified diverse businesses or non-profit organizations, and the SDP plan carries at least 25% of total evaluation points. Additional evaluation points are awarded for higher commitments.

Services include aerial application by fixed or rotary wing aircraft or helicopter, and ground application by truck-mounted Ultra Low Volume or backpack spray, using adulticide and/or larvicide products. The work targets Eastern Equine Encephalitis, West Nile Virus, Zika Virus, and emerging mosquito-borne diseases. Vendors must hold a current Massachusetts Pesticide Certification/License, carry insurance of at least $100,000 comprehensive general bodily injury per occurrence, $300,000 aggregate, and $500,000 general property damage per occurrence, and verify equipment. Pricing is per acre, with maximum/minimum acreage charges, project charges, breakdowns by formulation, and costs by service type. Potential service areas include 14 Massachusetts counties, and performance is anticipated June 1 through October 31 each year.

The estimated annual value is large, but no revenue is guaranteed to awardees. The initial term runs through June 30, 2030, with two renewal options extending to June 30, 2036, for a maximum of nine years. The Commonwealth may award to multiple vendors offering best value and may reject any or all bids. Payment processes within 45 days via electronic funds transfer, and bidders must participate in that program and offer prompt payment discount terms unless they document that participation would be unduly burdensome.

Responses are accepted on a rolling basis through COMMBUYS starting November 2, 2026, through January 31, 2036, per the RFR, with rolling evaluations and contract execution subject to Department approval. Required submissions include the Attachment G SDP Plan Form and Attachment H prompt payment discount form. Quotes remain valid for 90 days, and bidders need an active COMMBUYS Seller account. Subcontracting requires prior departmental approval, and submissions are subject to the Massachusetts Public Records Law.
