About this opportunity
Broward County is seeking a vendor to provide comprehensive maintenance services for its Mooring Buoy System through an open-end/indefinite quantity contract managed by the Environmental Planning and Community Resilience Division. The solicitation requires a qualified contractor to perform routine inspection and maintenance for 122 mooring buoys located at 8 different sites in water depths ranging from 15 to 37 feet, with monthly surface and underwater inspections, repairs, and replacements of all buoy components including anchors, shackles, lines, and hardware. Vendors must demonstrate verifiable experience working in coral reef environments and comply with federal and state permits, commercial diving regulations, and OSHA standards, with performance requirements mandating at least 90% of buoys remain in service condition. The contract allows for up to 150 full mooring buoy assembly replacements annually, with an historical average of approximately 9 buoys per month. Responses must be submitted electronically through the BPRO system by September 10, 2025, with questions and clarifications accepted through the system's messaging section prior to the questions due date. The initial contract period will be one year, with potential for four additional one-year renewal periods at the Director of Purchasing's discretion.
The procurement includes significant procurement preference opportunities for Small Business Enterprises (SBE) and County Business Enterprises (CBE), with certified vendors potentially receiving preferential treatment in contract awards. Specifically, certified SBE or CBE vendors submitting responsive bids within ten percent of the lowest bid may be offered the opportunity to match the lowest bid and receive the contract. Additional vendor qualifications include completing comprehensive documentation such as an Anti-Human Trafficking Affidavit, Litigation History disclosure, Vendor Questionnaire, and Location Certification form. Vendors must provide substantial insurance coverage, including Commercial General Liability with $1,000,000 per occurrence, Auto Liability of $1,000,000, and Workers Compensation at statutory limits. While no specific contract value is listed, the extensive maintenance requirements and provisions for up to 150 buoy replacements annually suggest a potentially significant annual contract value. The county will award the contract to the lowest responsive, responsible bidder, with all prices, terms, and conditions remaining fixed for the initial contract period and potential renewal periods.
