About this file

This is a Domestic Partnership Act Certification form for Broward County, Florida, related to the Mooring Buoy System Maintenance contract opportunity. The form is required for vendors submitting bids on contracts exceeding $100,000 and pertains to the maintenance of Broward County's mooring buoy system, which includes furnishing all labor, materials, equipment, services, and incidentals necessary to assemble, install, inspect, repair, replace, and maintain the system for the Environmental Planning and Community Resilience Division. Vendors must submit their responses electronically through the BPRO system and receive a submission receipt, with the county providing a specified timeframe for questions and clarification inquiries.

The Domestic Partnership Act requires vendors contracting with the county for goods and services over $100,000 to provide benefits to registered domestic partners of their employees on the same basis as spousal benefits, with several exceptions available including small businesses with fewer than five employees, governmental entities, non-profit organizations, religious organizations, and situations where compliance would violate federal or state law. The form serves dual purposes as both a responsiveness requirement (which can be submitted within three business days of county request if not included with initial submittal) and as an eligibility requirement for the Domestic Partnership tiebreaker preference (which must be submitted with the initial solicitation). The procurement includes preferences for Small Business Enterprises (SBE) and County Business Enterprises (CBE) through the Office of Economic and Small Business Development requirements.
